The goals of the CJPP (Criminal Justice Partnership Program) are to reduce recidivism, reduce
the number of probation revocations, reduce alcoholism and other drug dependencies among
offenders, and reduce the cost of incarceration.

The provider for CJPP in Cabarrus County, CARE (Carolina Addiction and Recovery
Environment), provides intensive outpatient substance abuse therapy and regular outpatient
therapy to intermediate-sentenced offenders only. The program is used primarily for offenders
convicted of drag offenses or where drugs were the primary motivators in committing the
offense. The program can last from 16 weeks (regular outpatient) to 9 months (intensive
outpatient) depending on the offender's progress. There is no cost to the offender and an
intermediate sanction must be imposed (i,e., special probation, EHA, Intensive, IMPACT).

Ninety-nine percent of all referrals to the CJPP in Cabarrus County during FY 2001-2002 came
from the courts and one percent from the Parole Commission and a total of 105 offenders were
provided services. The following chart illustrates the CJPP exits during FY 2001-2002.

27 12 13 8 12

[] Successful Completions - 39%
[] Removed (inadequate performance) -17%
[] Probation Violations -Technical & Elect to Serve - 17%
I-IAbsconded Supervision - 12%

BOther - 17% *

**Other includes offenders that transferred from the program, inappropriate for the program, died, or had charges pending.

Due to state budgetary problems, Cabarms County is in danger of losing this valuable resource.
As the chart, above indicates, 39 percent of the exits for last year resulted in successful
completion of this program.

19
