CABARRUS - SOUTH ROWAN MPO About The MPO The Cabarrus South Rowan Urban Area Metropolitan Planning Organization (MPO) is the officially designated body responsible for administrating the transportation planning process required under Federal Law. The MPO plans for regional transportation needs including highway, transit, air, bicycle and pedestrian facilities. Priority goals of th.e planning process include: · Promote the safe and efficient management, operation and transportation system; Serve the mobility needs of people and freight; · Public participation and partnership; · Foster economic growth and development; and · Minimize the negative effects of transportation including air quality.' development of The Cabarms South Rowan Metropolitan Planning area includes a large portion of Cabarrus County and the southern portion of Rowan County. The MPO serves the Cities of Concord and Kannapolis and the Towns of Landis, China Grove and Harrisburg. The City of Concord is the Lead Planning Agency. The Transportation Advisory Committee (TAC) is the Policy Board and is currently comprised of the following officials: · Kenneth Geathers, TAC Chairman, · City of Kannapolis · · Fred Steen, TAC Vice-Chairman, · Town of Landis · Jim Ramseur, City of Concord · NCDOT Board of Transportation Member / Division 9 & 10 Julius Bivens, Town of China Grove Phil Cowherd, Town of Harrisburg Coy Privette, Cabarms County The Technical Coordinating Committee (TCC) is comprised of professional staff from the following agencies: · NCDOT Division 9 · NCDOT Division 10 · NCDOT Statewide Planning · NCDOT Public Transportation Rail Division · Centralina Council of Government · Concord Regional Airport · Cabarms County · Town of China Grove · Town of Harrisburg · Rowan County (southern portion) · City of Concord · City of Kannapolis · Town of Landis · Federal Highway Administration · Other (public, staff, committees, etc. as deemed necessary by the MPO)
