CC: Date: Re: Board of Commissioners Jonathan Marshall, Planning Services Director Frank Cliftonl County Manager 09/10/02 Phase II Stormwater Regulations We are currently working with the cities of Concord, Kannapolis, and Harrisburg to address the Phase II Stormwater Requirements. As part of that process, we are proposing the formation of a Stormwater Stakeholder Committee. This Committee will be charged with reviewing staff work in preparation for the Phase II requirements, to accept and represent public input in the process, and to review alternatives for the implementation of stormwater regulations. The time commitment is two meetings per month for the first six months and one meeting per month after that. There will also be a staff technical committee that will be working with the Stakeholder group. I have attached a list of proposed members of the committee including the sector of expertise that they represent. Each community affected by the Phase II regulations is also being asked to appoint members to the Committee. The two slots that are to be appointed by the Board of Commissioners include a slot for an elected or appointed official and one for a general member. A Commissioner may fill the elected/appointed slot or if the Board wishes, you may appoint a member of the Planning and Zoning Commission. I have attached a list of the membership of that Commission although another option would be to allow them to appoint one of their members at their meeting on Thursday, September 19th. Any resident of the County may fill the general position, but I do recommend that they have some experience in either the development or regulatory process.
