In order for Harrisburg Fire and Rescue to continue with our franchise agreement with Cabarrus County
our board of directors has instructed me to submit the following proposal.

1. A $90.00 supplement on each non-emergency transport is to be paid to Harrisburg Fire and
Rescue on a monthly basis.

2. Cabarms County will immediately begin all maintenance on Harrisburg Fire and Rescue
ambulances.

3. Cabarms County and Harrisburg Fire and Rescue will re-evaluate the supplement on a 12-month
basis. Through budget analysis both Cabarrus County and Harrisburg Fire and Rescue will
determine or negotiate a new supplement amount if needed.

We believe and have confirmed with Cabarms County EMS and many of our customers, that we represent
Cabarms County well and would like to continue to do so. But not at the expense of Harrisburg Taxpayers.

The Harrisburg board of directors has asked that the following time table be followed:

August 26~, 2002 - the date of this letter and our notice of intent to terminate our franchise contract if no
agreements are met.

September 16u', 2002 - an agreement on the above proposal from Cabarms County.

September 30th, 2002 - our official date of termination of our franchise agreement with Cabarrus County if
no agreements are reached.

Thank you for your time and we hope to work together to serve the citizens of Cabarrus County.

Sincerely,

Charles M. Greene, Fire Chief

CC:

Mike Brown, President Board of Directors
David Hampton, Cabarms County EMS Director
James Sasser,

EXCELLENCE
"The result of caring more than others think is wise; risking more than others thinks is safe,
Dreaming more than others think is practical and expecting more than others think is possible"
