Winn and Eva Mae Evans as members <br />of the Nursing Home Community Advisory Committee end on August 31, 2002. <br />Both have indicated a willingness to continue to sel-ve on the committee if <br />reappointed. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel <br />and unanimously carried, the Board reappointed Ruth W. Winn and Eva Mae Evans <br />to the Nursing Home Community Advisory Committee for 'terms of three years <br />ending August 31, 2005. <br /> <br />(~-5) Public Health Authority of Cabarrus County (Cabarrus Health Alliance <br />Board). <br /> <br /> The terms of appointment for Dr. Thomas' Powell (Cabarrus County Medical <br />Society) and Dr. Robert W. Surratt (Cabarrus Physicians Organization) ended <br />June 30, 2002. The Medical Society has recommended the reappointment of Dr. <br />Powell as its representative. Since the Cabarrus Physicians Organization no <br />longe~ exists, Mr. Charles Phillips (Chairman of the Health Alliance Board) <br />has requested the reappointment of Dr. Surratt until such time as he, or <br />other physician, is nominated by a local physicians' group yet to be named. <br /> <br /> Mr. Hartsell clarified the request for Dr. Surratt to continue to serve <br />as a member until modifications can be made to the Authority's charter and <br />by-laws identifying a replacement nominating organization. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel <br />and unanimously carried, the Board reappointed Dr. Thomas Powell (Cabarrus <br />County Medical Society) and Dr. Robert W. .Surratt (Cabarrus Physicians <br />Organization) to the Public Health Authority of Cabarrus County (Cabarrus <br />Health Alliance Board) for a term of three years ending June 30, 2005. Dr. <br />Surratt will continue to serve as a nominee of the Cabarrus Physicians <br />Organization until such time a replacement nominating organization has been <br />named and amendments made to the Authority's charter and by-laws. <br /> <br />(H) INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Freeman opened the meeting for Informal Public Comments at <br />8:45 p.m. <br /> <br /> Mr. Richard Schmidt, President of the Residents of Historic Concord, <br />presented the following Resolution adopted by the Board of that organization. <br /> <br /> The Residents of Historic Concord <br /> A Resolution <br /> <br /> Recognizing that Concord is the county.seat of Cabarrus County; <br /> <br /> And, that as the county seat, Concord houses the county <br /> courthouse, the Sheriff's offices, and the county jail; <br /> <br /> Recognizing further that the current county jail may well be <br /> inadequate to house the number of prisoners currently in the <br /> county's criminal justice system, <br /> <br /> The Residents of Historic Concord wish to record their <br /> understanding of the need for expanded county jail space. <br /> <br /> However, the Residents wish to voice strongly their views on the <br /> location and design character of any new jail facility. <br /> <br /> The Residents believe that a new Jail facility can be located <br /> within the downtown region of Concord, while remaining faithful <br /> to the design character and purpose of the City of Concord's <br /> downtown master plan. <br /> <br />Therefore, be it resolved that, <br /> <br /> <br />
