September ~6, ~002 <br /> <br />Page 448 <br /> <br /> Mr. Rodger Lentz, Planning Manager, presented the proposal to expand <br />the planning area boundary of the Cabarrus-South Rowan Urban /ires <br />Metropolitan Planning Organization (MPO) to include all of the unincorporated <br />area of Cabarrus County. The Towns of Mt. Pleasant and Midland have also been <br />asked to join the .MPO0 and approvals are pending. The current MPO planning <br />area in Cabarrus County covers Harrisburg, Concord, Kannapolis and the <br />northwest portion of the county. In addition, the MPO serves the southern <br />portion of Rowan County and the Towns of Landis and China Grove. <br /> <br />Mr. Clifton reported that he and the Rowan County Manager had discussed <br />the possibility of establishing a new MPO that would include all of Cabarrus <br />County and all of Rowan County. The Board indicated a willingness to <br />consider that proposal and staff will obtain additional information <br />concerning the establishment of a Cabarrus-Rowan MPO. <br /> <br /> Commissioner Fennel questioned the authority of the MPO and commented <br />on the difficulty in moving forward with local road improvement projects. He <br />cited ~he long delay in obtaining approval for the Highway 73 study and the <br />need for a traffic signal at the Cannon Crossroads intersection. <br /> <br /> Mr. Lentz explained the role of the MPO in developing a local <br />transportation plan. He pointed out that the North Carolina Board of <br />Transportation makes the decision as to what road projects are funded and in <br />what order. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board moved to request that the Metropolitan <br />Planning Organization (MPO) include all of Cabarrus County in the Cabarrus- <br />South Rowan MPO's planning area. <br /> <br />(E-i) Phase II Stormwater Re~ulations - Proposed Foz~nation of a Stormwater <br />Stakeholder Committee <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, reported that County <br /> staff members are working with staff from the cities of Concord, Kannapolis <br /> and Harrisburg to address the Environmental Protection Agency (EPA) Phase II <br /> Stormwater requirements =hat will begin next year. As part of that process, <br /> staff members are proposing that a Stormwater Stakeholder Committee be formed <br /> and charged with the following responsibilities= (1) Review staff work in <br /> preparation for the Phase II requirements; (2) Accept and represent public <br /> input in the process; and (3) Review alternatives for the implementation of <br /> stormwater regulations. A staff technical committee will work with the <br /> Stakeholder group. Further, the Board asked the <br /> Cabarrus County Planning and Zoning Commission to appoint one of its members <br /> to the 'Cabarrus County Official" posi=£on. <br /> <br /> <br />
