This <br />migration requires careful consideration because of the various users and projects that are reliant on the processes <br />necessary to maintain the system. As part of this migration, these processes shall be streamlined or eliminated to <br />work with a new geodatabase data model. <br /> <br />The County has examined various options, including third party parcel editing sofb, vare to achieve the goals of their <br />transition. Preferable to this approach, however, is maintaining the functionality that is already available through <br />their current editing procedures. The steps outlined in this document are based on extending this functionality while <br />maintaining the familiarity of the methods Used. <br /> <br />The long-term goal will be to implement a geodatabase model for parcel editing and migrate the client interfaces to <br />the GIS data to ArcGIS. This will bring the county to a centralized data model and remove many of the workarounds <br />currently maintained in the County's Workflow. <br /> <br />Task 1 - Design Parcel Data Model <br /> <br />ROK and Cabarrus County will work together to select an appropriate parcel data model based on their business <br />activities and workflow. ROK will build the physical model using Visio 2000 Enterprise and ArcGIS 8.2 design <br />tools. Once the model is built and approved by the County, ROK will work with the county's IT staffto incorporate <br />it into their test server environment. ROK and the county will work together to develop methods for populating the <br />existing data into the geodatabase model. <br /> <br />Task 2 - Develop ArcGIS Interface for Editing the Parcel Layer <br /> <br />The Land Records Department currently uses Arc/Info 8.0 to edit parcels with a customized AML interface. ROK <br />will use ArcGIS and ArcObjeets to develop an interface that duplicates the functionality of the current system. This <br />new interface will use the same menus and dialogs as the current system to help familiarize the users with the ArcGIS <br />soft'ware. <br /> <br />The corresponding functions between ArcEDIT and ArcGIS will be documented for the county as functional <br />requirements prior to the start of programming. This will provide a checklist of features to be transitioned to the new <br />interface. Some commands will be available by default in ArcGIS and will be noted in the documentation. <br /> <br /> <br />
