These revenues consisted of a combination of fi'anchises taxes, beer and <br />wine excise taxes and property tax reimbursementS. This money apparently is considered <br />at this point to be lost forever. Because ofthis unexpected cut in revenue, the City has <br />had to cut back on budget~xi capital improvements ~md oper,,ting expenditures which <br />were needed to give the citizens of Kannapolis and Cabarms County the level of service <br />they expect. ; <br /> <br />For the current fiscal year the Governor has cut out altogether the property tax <br />reimbursements given to Cities and Counties in prior years, As you are well aware, these <br />"reimbursements" were created in the first place by the State Legislature cutIing local <br />property tax revenues. This years action by the Govemor will cost the City o£Kannapolis <br />another estimated $710,000. <br />I urge. ~.u. to 'consider these 1.o,sscs by the City in making your decision whether of not to <br />impl¢~[t~ ~e new half cent sales 'tax.
