The City Council has taken its first step in the implementation of Envision Ca'barrus by adopting <br />a number of goals that relate directly to its final recommendations. These are highlighted as such <br />in the Mayor/Council goals that were used to provide guidance for our budget process. <br />Therefore, the City of Concord has already taken an important step to make sure that this is not <br />just another planning document that will sit on a shelf gathering dust. <br /> <br />CONCLUSION <br /> <br />The Fiscal Year 2002-2003 budget proposal operationalizes the goals for the City of Concord by <br />the .Mayor and City Council. The services, programs and facilities provided through the <br />recommendation will enable the City to do its part in maintaining a high quality of life in the <br />community while fostering a Climate of'economic vitality, provided the State of North Carolina <br />does its part and follows through with its commitments to local governments. It has been a real <br />challenge to develop a budget that reduces the impact of the state budget crisis on the citizens of <br />our city. <br /> <br />While this budget is proposed by the City Manager, it is neither final nor is it necessarily a <br />reflection of what will b,e approved by City Council. The Mayor and City Council will review <br />these recommehdations to arrive at what it considers the proper expendim, re of the available <br />revenues for the upcoming year. <br /> <br />Respectfully submitted, <br /> <br />W.
