The grading package for Phase I has been negotiated with Culp Brothers, Inc. The
contract ($593,931.00) includes clearing, storm drainage, erosion control, temporary seeding and
gravel for the entrance road and parking lots; soil and rock allowances for $24,000.00 and a well
allowance of $10,000.00. The well will be used by the contractors during construction and will
be used to irrigate the ballfields once the building is complete.

II. In conjunction with the grading package negotiations have been completed with Qore
Property Sciences for soil testing. Qore will be on site during the grading work to evaluate and
perform density tests over the thirty (30) acre site. Qore has offered a not to exceed budget of
$18,200.00

III. A steel contract has been negotiated with Southern Engineering for Bethel Elementary.
This is basically what we have done on the last three projects. No money will be spent on this
contract until funding is in place via sale of COP's. Southern Engineering will provide shop
drawings and submittals up front at no cost to the Owner until funding is in place, The process
will save us approximately 2 to 3 months of construction time on this project. The contract,
which includes the classroom alternate, is for $649,600.00.

The Board of Education is asking that the Board of Commissioners approve the above contracts
and provide necessary funding for the grading package as well as the testing by Qore. With
funding in place, this work can begin immediately. This will assist in expediting construction
process prior to potential poor, wet weather conditions in the winter. It is important that we
replace this school as soon as possible since maintenance costs are very high and we are
experiencing major problems with the operation of an outdated sewer plant. We have received
heavy fines as a result of equipment failure.

Thank you for your consideration.
cc: Board of Education
