NC 73 CORRIDOR STUDY SCOPE OF SERVICES
SEPTEMBER 12, 2002

9.

10.

11.

Projected passenger and freight traffic volumes, and the provision for alternative
transportation modes
An access management plan for the entire corridor that is directly related to
proposed land development. (new text)
Performance standards for the roadway.
Projected cross-section needs to accommodate multi-modal uses and proposed
land-development patterns, with accompanying projections of needed right-of-
way to accommodate multi-modal facilities. All such cross-sections will be
depicted and mapped as part of the final plan.
Corridor improvement priorities that correspond with projected land development
and growth patterns and associated traffic needs.
Recommendations on how and where modes of travel, other than the automobile,
will be planned for and accommodated along the corridor.
A detailed toolkit that addresses how local governments will implement and use
the adopted Plan on a day-to-day basis including coordination with land use plans
and ordinances and the plan review process.
Develop a methodology for use by the MPO's and RPO that addresses use of the
Corridor Plan in considering TIP requests. It is the intent of this project to develop
a consensus among local governments, the MPO's, and the RPO as to both
improvements along the Corridor and their priority for consideration in the TIP.

PROJECT LOCATION

The project will run the length of NC 73 between 1-85 in Cabarrus County, through Mecklenburg
County, to its intersection with NC 27, and will include the proposed linkage with the relocated
portion of NC 150 at US 321 in Lincolnton, a distance of approximately 35 miles. NC 73 varies
tremendously in character along this route. It contains both urbanized areas and areas that have
maintained a rural character, yet are quite likely to_develop in the future.

PARTICIPATING JURIDICTIONS/AGENCIES

Cabarrus County
City of Concord
City of Kannapolis
Town of Davidson
Town of Cornelius
Town of Huntersville
Mecklenburg County
Lincoln County
NCDOT
Mecklenburg -Union MPO
Cabarrus-South Rowan MPO
Lake Norman RPO
Lake Norman Chamber of Commerce
Lincolnton-Lincoln County Chamber of Commerce
