Box ?07
Concord, NC 28026-0707

Dear Chairman Freeman;

Please be advised that two seats on the Cabarrus County Library Board of Trustees are
currently vacant. The Library Board of Trustees recently met and reviewed applications
submitted by citizens who requested consideration for appointment to this Board.

Linda D. Tanenbaum who unfortunately passed away recently occupied one of these
seats. Under the terms of the 1998 library merger agreement between Cabarrus County and the
City of Concord, this seat is designated to be one of two that will represent residents of the City
of Concord. The County Commissioner shall appoint this trustee with the concurrence of the
Concord City Council. The Library Board of Trustees recommends that the County
Commissioners consider Joseph W. St. John of Concord for appointment to this seat. Mr. St.
John is a resident of the historic district of Concord and has been an enthusiastic patron and
supporter of the Library for many years. He is an active member of the Friends of the Concord
Library and recently served a term as president of that group. Mr. St. John was instrumental in
the purchase and placement by the Friends of the bronze statue "Story Time" in front of the
library last year. Please note that Mr. St. John recently completed a term as a member of the
Extension Service Advisory Board. I believe that Mr. St. John's membership on the Library
Board of Trustees would be of considerable benefit to both the Library and Cabarrus County.

The second seat was that filled by Miriam Friday of Kannapolis who has completed two
consecutive three-year terms. Historically, a resident of Kannapolis has filled this seat. The
Library Board of Trustees recommends that the County CommisSioners consider Karan B.
Whitley of Kannapolis for appointment to this seat. Mrs. Whitley is a long-time resident of
Kannapolis and is also an enthusiastic Library patron and supporter. She is currently serving on
the Board of Directors of the Friends of the Kannapolis Library. I believe that Mrs. Whitley's
membership on the Library Board of Trustees would also be of considerable benefit to the
Library and Cabarrus County.

On behalf of the Library Board of Trustees, I respectfully submit Mr. St. John and Mrs.
Whitley for your consideration for appointment and request that this action be considered at the
next regularly scheduled meeting of the Board of Commissioners.

Concord - 27 Union St. North, Concord, NC 28025
Mt.
