Authorize the County Manager to <br />sign the service contracts and amend these contracts per instruction from legal counsel. <br /> <br />Purpose: Creation of a single property address database that can be accessed by GIS, Tax <br />Administration, E-911, Elections, Parks and Recreation, and Public Safety. Currently, address <br />database are maintained independently by each department, with none adequate to meet the needs of <br />all departments collectively. County departments in the GIS User Group have worked for a year to <br />devise a plan to implement a single property address database and to keep it maintained in a timely <br />manner. Crucial to this project is the implementation of the final phase of the GIS conversion from <br />ESRI's Librarian product to ArcSDE. A geodatabase model for parcel editing will be implemented and <br />County workflow can be streamlined. Another part of the project is realignment of parcel lines to match <br />our ortho imagery data. Changing the parcel lines in-house would take two years. <br /> <br />Contracts <br /> <br />(1) <br /> <br />Request authorization of a service contract with Mobile Video Services for the purpose of address <br />verification. This company will verify the parcel address, photograph the property and record the <br />X,Y coordinate of the parcel. The company will provide two copies of software for image viewing at <br />no charge. Cabarrus County does not intend to purchase software licenses included on page 24 <br />of the contract. The cost of the project is $2.00 per improved parcel and $1.00 for multiple <br />addresses. It is estimated that the County has 8,500 multiple addresses, approximately 60,000 <br />improved parcels with an additional 5,000 parcels in Rowan County that the Sheriff's office has to <br />maintain for E-911 purposes. Request authorization to use E-911 funds to pay for this project, <br />price not to exceed $138,500. <br /> <br />(2) <br /> <br />Request use of $20,000 from E-911 funds to rectify the centerline file. The address verification <br />project will require a currant, updated centerline file to locate valid addresses and discrepancies in <br />our data. This service would be performed by England Thims & Miller. <br /> <br />(3) Request authorization to reallocate existing budgeted funds to implement a service contract with <br /> England Thims & Miller to rectify our parcel lines based on ortho imagery data.
