MEMO : V <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />John Day, Deputy CounJ,y~j~e~ <br />Jim Cook, DSS DirectOr <br />10-28-02 <br />Community Free Clinic <br /> <br /> I am writing to ask that you make arrangements for the Board of Commissioners <br />to consider the attached budget amendment request at its meeting scheduled for 11-18-02. <br />This amendment provides for an increase in the number of hours of Medicaid eligibility <br />worker support the Department provides the Community Free Clinic under an existing <br />contract from 18 to 24 hours per week Revenues are affected, so this is submitted for <br />Board consideration. <br /> <br /> During the past two years, the Department has outposted an Income Maintenance <br />Caseworker at the Community Free Clinic to screen patients for Medicaid eligibility, and <br />where appropriate, to take applications. The Caseworker has in recent months, worked <br />18 hours per week. We have employed this worker through a temporary services agency. <br />The Community Free Clinic has paid the 50% non-federal matching share of costs, with <br />federal funds covering the balance of costs. <br /> <br /> At this point, in order to handle an increasing workload, the Clinic has requested <br />an increase of six hours per week in the number of hours of service.provided. It has <br />secured funding from the Cabarrus Community Care Plan (Medicaid managed care <br />program) to cover the non-federal share of costs. (See the attached letter from Cindy <br />Oakes.) <br /> <br /> The attached budget amendment request provides for the increased number of <br />hours of expense with offsetting revenues.
