MEMORANDUM <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />ICmU C umYI <br /> <br />John Day, Deputy County Man, er ,~~~ <br />Jim Cook, Social Services Dir o~kgx/[ ] ' <br />11-7-02 <br />Budget Amendment for CAP Prograffi <br /> <br /> I am writing to ask that you arrange for the attached budget amendment request to <br />be considered at the November 18 meeting of the Board of Commissioners. The <br />amendment request provides for the: operation of the CAP-DA program during the <br />remainder of the current fiscal year, increase in purchased in-home aide services to utilize <br />the 51 additional slots just allocated to Cabarrus, and addition of two (Social 'Worker II) <br />case manager positions. <br /> <br />Background <br /> <br /> The CAP-DA Program provides in-home services to elderly and disabled <br />Medicaid recipients who, without the service, Would require nursing home care at a <br />higher cost to the Medicaid Program. <br /> <br /> At the time that the current year's budget was enacted, admissions to the program <br />had been frozen by the state since October 2001. The caseload had declined markedly, <br />and there was no expectation that the freeze on admissions would be lifted. Expenses and <br />revenues were budgeted for FY03 with the assumption that the caseload, and thus both <br />expenses and revenues, would continue to decline. <br /> <br /> There have since been two unexpected and highly significant developments in <br />relation to the program: <br /> <br />1) On August 1, 2002, the state lifted the freeze on admissions to the program, <br /> permitting new clients to be added as existing clients leave the program. <br />2) On October 28, 2002, we received notice that Cabarrus County is being <br /> allocated 51 additional client slots, effective November 1, 2002. (See <br /> Attachment I, DMA Administrative Letter No. 13-03.) <br /> <br /> The lifting of the freeze on admissions has resulted in a stabilizing of the number <br />of persons being served (as opposed to a continued decline.) It also means that the <br />existing budget does not contain sufficient funding, with offsetting revenues, to cover the <br />cost of purchased in-home aide services.
