· Cabarrus County would agree to keep in place the Tourism Projects 2% Occupancy Tax for the duration of the CVB contract with Kannapolis. · Southeast Developers would agree that before the purchase of land takes place, they will provide written evidence to the above parties that construction financing has been obtained to totally build the World Sports Center. · Southeast Developers will also agree to provide space in the World Sports Center for the offices of CVB at a nominal lease rate of $1.00 per year. 456 Commissioner Fennel then made a motion, seconded by Vice Chairman Carruth, to adopt the following Resolution. ResOlU~iO~ No. 2002-36 Cabarrus County Commissioners Resolution of Support for the Cabarrus Visitors Bureau & The World Sports Center Whereas, the CVB is responsible for promoting tourism into Cabarrus County on behalf of our area hotels and tourist attractions; and whereas, an opportunity exists to attract a would class track and field arena to Cabarrus County providing 495 new Jobs (at a time we desperately need new jobs), $50 million in property tax base (at a time we desperately need new tax base), $44 million of annual new sales (at a time we desperately need new sales) and an increase of 333,000 room nights in Cabarrus County and surrounding area hotels (which will revive our local economy); and Whereas, the Kannapolis Mayor and City Council are strongly consideringbeing an equal partner in the attraction of this new major commercial business into their city limits; and Whereas, the World Sports Center will bring national and international exposure to Kannapolis and Cabarrus County attracting world class athletes from around the world; and Whereas, the World Sport Center will provide excellent opportunities for our local athletes to enjoy the facility and receive national and international recognition. Now, therefore, be it resolved, that the Cabarrus County Board of Commissioners fully supports the efforts of the Cabarrus visitors Bureau and the Kannapolis City Government in acquiring land as an incentive to attract the World Sports Center to Kannapolis and Cabarrus County, and That Cabarrus County will fully support the C"VB in its efforts to use the 2% Occupancy Tax Capital Reserve and ongoing Capital Reserve tax collections to promote tourism in Cabarrus County by the CVB entering into an incentive contract with Kannapolis to attract the World Sports Center; and That the Cabarrus County Commissioners will pledge to keep the 2% Occupancy Tax Capital Reserve in place during the entire period of such contract between Kannapolis and the CVB. Commissioner Privette stated the proposed Resolution would bypass the negotiating committee that had been appointed by the Board of Commissioners and the Kannapolis City Council to consider the proposed project. He made a substitute motion to refer the matter to the County's negotiators (County Manager and County Attorney) who will be meeting with those committee members appointed by the Kannapolis City Council. Commissioner Fennel said that members of the negotiating committee were in agreement to referring the proposal to the C%rB. Mr. Clifton reported that the negotiating committee had met on several occasions and discussed various ways to approach the project, including property tax or sales tax incentives. However, he stated Mr. Lingafelt is seeking a clear title on the property in order to move forward with the project. Further, Mr. Clifton reported that the developer currently holding the option on the property had reduced the option from $83,000.00 per acre ~o $63,500.00 per acre.
