· Cabarrus County would agree to keep in place the Tourism <br /> Projects 2% Occupancy Tax for the duration of the CVB contract <br /> with Kannapolis. <br />· Southeast Developers would agree that before the purchase of <br /> land takes place, they will provide written evidence to the <br /> above parties that construction financing has been obtained to <br /> totally build the World Sports Center. <br />· Southeast Developers will also agree to provide space in the <br /> World Sports Center for the offices of CVB at a nominal lease <br /> rate of $1.00 per year. <br /> <br />456 <br /> <br /> Commissioner Fennel then made a motion, seconded by Vice Chairman <br />Carruth, to adopt the following Resolution. <br /> ResOlU~iO~ No. 2002-36 <br /> Cabarrus County Commissioners <br /> Resolution of Support for the <br /> Cabarrus Visitors Bureau & The World Sports Center <br /> <br />Whereas, the CVB is responsible for promoting tourism into Cabarrus County on <br /> behalf of our area hotels and tourist attractions; and <br /> <br />whereas, an opportunity exists to attract a would class track and field arena <br /> to Cabarrus County providing 495 new Jobs (at a time we desperately <br /> need new jobs), $50 million in property tax base (at a time we <br /> desperately need new tax base), $44 million of annual new sales (at a <br /> time we desperately need new sales) and an increase of 333,000 room <br /> nights in Cabarrus County and surrounding area hotels (which will <br /> revive our local economy); and <br /> <br />Whereas, the Kannapolis Mayor and City Council are strongly consideringbeing <br /> an equal partner in the attraction of this new major commercial <br /> business into their city limits; and <br /> <br />Whereas, the World Sports Center will bring national and international <br /> exposure to Kannapolis and Cabarrus County attracting world class <br /> athletes from around the world; and <br /> <br />Whereas, the World Sport Center will provide excellent opportunities for our <br /> local athletes to enjoy the facility and receive national and <br /> international recognition. <br /> <br />Now, therefore, be it resolved, that the Cabarrus County Board of <br /> Commissioners fully supports the efforts of the Cabarrus visitors <br /> Bureau and the Kannapolis City Government in acquiring land as an <br /> incentive to attract the World Sports Center to Kannapolis and Cabarrus <br /> County, and <br /> <br /> That Cabarrus County will fully support the C"VB in its efforts to use <br /> the 2% Occupancy Tax Capital Reserve and ongoing Capital Reserve tax <br /> collections to promote tourism in Cabarrus County by the CVB entering <br /> into an incentive contract with Kannapolis to attract the World Sports <br /> Center; and <br /> <br /> That the Cabarrus County Commissioners will pledge to keep the 2% <br /> Occupancy Tax Capital Reserve in place during the entire period of such <br /> contract between Kannapolis and the CVB. <br /> <br /> Commissioner Privette stated the proposed Resolution would bypass the <br />negotiating committee that had been appointed by the Board of Commissioners <br />and the Kannapolis City Council to consider the proposed project. He made a <br />substitute motion to refer the matter to the County's negotiators (County <br />Manager and County Attorney) who will be meeting with those committee members <br />appointed by the Kannapolis City Council. <br /> <br /> Commissioner Fennel said that members of the negotiating committee were <br />in agreement to referring the proposal to the C%rB. <br /> <br /> Mr. Clifton reported that the negotiating committee had met on several <br />occasions and discussed various ways to approach the project, including <br />property tax or sales tax incentives. However, he stated Mr. Lingafelt is <br />seeking a clear title on the property in order to move forward with the <br />project. Further, Mr. Clifton reported that the developer currently holding <br />the option on the property had reduced the option from $83,000.00 per acre ~o <br />$63,500.00 per acre. <br /> <br /> <br />
