The original grant included a line item <br /> of $10,000.00 for clearance activities; however, no homes have been located <br /> that need demolition. Ms. Sifford asked that the $10,000.00 be moved to <br /> rehabilitation to allow the rehabilitation of one more home and the close out <br /> of the grant. <br /> <br /> At 8:03 p.m., Chairman Freeman opened the Public Hearing on the <br />proposed amendment to the CDBG Scattered Site Program and asked if anyone <br />wished to address the Board concerning the proposed amendment. The Public <br />Hearing Notice was published in THE INDEPENDENT TRIBUNE on November 5 and <br />November 10, 2002. <br /> <br /> There was no one present to address the Board, and Chairman Freeman <br />closed the public hearing. <br /> <br /> UI:oN MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel <br />and unanimously carried, the Board agreed to the proposed amendment to <br />eliminate the clearance activity from the Community Development.Block Grant <br />(CDBG) Scattered Site Housing PrQgram and to move the $10,000.00 in clearance <br /> activities to the Rehabilitation activity line item to allow the <br /> rehabilitation of one more home and the close out of the program. <br /> <br />(F-3) Presentation of the Year End Report for the Region F Aging Advisory <br />Co~ittee <br /> <br /> Mrs. Doris Hagler, Member of the Region F Aging Advisory Committee, <br />presented the ~Year End Report" for the Commit=ee. She recognized the <br />following persons present for the meeting: Vernie King and Elmira Polk - <br />Advisory Committee Members; Betty Babb Senior Tar Heel Legislature <br />delegate; Laurie Abounader - Staff Liaison with the Centralina Council of <br />Aging; and Mike Murphy, Aging Director. During her presentation, Mrs. Hagter <br />reviewed the State and Federal funds allocated during the year to Cabarrus <br />County (Department of Aging, Department of Social Services and Planning <br />Services) to assist older adults. She commended the Family Caregiver Support <br />Program that was established during the past year to assist Caregivers of <br />older adults or grandchildren. In conclusion, Mrs. Hagler brought the <br />following items to the Board's attention: (1) Prescription drugs for seniors; <br />and (2) Loss of funding for older adult services due to the State's financial <br />problems. <br /> <br /> On behalf of the Board, Chairman Freeman expressed appreciation to Mrs. <br />Hagler and the members of the advisory committee for their work. <br /> <br />(F-4) Architect Contract for Pitts School Road Elementar~ <br /> <br /> Mr. Clifton presented the request from the Cabarrus Board of Education <br />for approval of an architect contract for the new Pitts School Road <br />Elementary. If approved, the County would advance fund the cost and be <br />reimbursed at the time the Certificates of Participation are sold. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs and <br />unanimously carried, the Board approved a contract with Martin Boal Anthony <br />and Johnson for architectural services for the new Pitts School Road <br />Elementary at a fee of 2.95 percent as requested by the Cabarrus County Board <br /> <br /> <br />
