Present Account No. Approved Budget Increase Decrease Revised Budget 00162110-6327 $0.00 $20,602.00 $20,602.00 Local Law Enforcement Block Grant 00192110-9846 $0.00 $22,662.00 $22,662.00 Local Law Enforcement Block Grant 00192110-9836 $107,360.14 $2,060.00 $105,300.14 Federal Forfeiture Sharing (F-2) Comunity Development Block Grant Scattered Site Program Amen~m-nt Public Hearing - 6~30 p.m. Ms. Kelly Sifford, Community Development Manager with the Planning and Zoning Department, requested an amendment to the Community Development Block Grant (CDBG) Scattered Site Program. The original grant included a line item of $10,000.00 for clearance activities; however, no homes have been located that need demolition. Ms. Sifford asked that the $10,000.00 be moved to rehabilitation to allow the rehabilitation of one more home and the close out of the grant. At 8:03 p.m., Chairman Freeman opened the Public Hearing on the proposed amendment to the CDBG Scattered Site Program and asked if anyone wished to address the Board concerning the proposed amendment. The Public Hearing Notice was published in THE INDEPENDENT TRIBUNE on November 5 and November 10, 2002. There was no one present to address the Board, and Chairman Freeman closed the public hearing. UI:oN MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel and unanimously carried, the Board agreed to the proposed amendment to eliminate the clearance activity from the Community Development.Block Grant (CDBG) Scattered Site Housing PrQgram and to move the $10,000.00 in clearance activities to the Rehabilitation activity line item to allow the rehabilitation of one more home and the close out of the program. (F-3) Presentation of the Year End Report for the Region F Aging Advisory Co~ittee Mrs. Doris Hagler, Member of the Region F Aging Advisory Committee, presented the ~Year End Report" for the Commit=ee. She recognized the following persons present for the meeting: Vernie King and Elmira Polk - Advisory Committee Members; Betty Babb Senior Tar Heel Legislature delegate; Laurie Abounader - Staff Liaison with the Centralina Council of Aging; and Mike Murphy, Aging Director. During her presentation, Mrs. Hagter reviewed the State and Federal funds allocated during the year to Cabarrus County (Department of Aging, Department of Social Services and Planning Services) to assist older adults. She commended the Family Caregiver Support Program that was established during the past year to assist Caregivers of older adults or grandchildren. In conclusion, Mrs. Hagler brought the following items to the Board's attention: (1) Prescription drugs for seniors; and (2) Loss of funding for older adult services due to the State's financial problems. On behalf of the Board, Chairman Freeman expressed appreciation to Mrs. Hagler and the members of the advisory committee for their work. (F-4) Architect Contract for Pitts School Road Elementar~ Mr. Clifton presented the request from the Cabarrus Board of Education for approval of an architect contract for the new Pitts School Road Elementary. If approved, the County would advance fund the cost and be reimbursed at the time the Certificates of Participation are sold. UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs and unanimously carried, the Board approved a contract with Martin Boal Anthony and Johnson for architectural services for the new Pitts School Road Elementary at a fee of 2.95 percent as requested by the Cabarrus County Board
