STATE OF NORTH CAROLINA <br />COUNTY OF CABARRUS <br /> <br />Resolution No. 2002- <br /> <br /> Resolution to Approve <br />The Local Business Plan for Piedmont Area Mental Health, Developmental <br />Disabilities and Substance Abuse Authority DBA Piedmont Behavioral Healthcare <br /> <br /> WHEREAS, the Board of County Commissioners of Cabarrus County, the Board <br />of County Commissioners of Stanly County, and the Board of County Commissioners of <br />Union County by Joint Resolution dated April 1, 1974, established Piedmont Area <br />Mental Health Program; and <br /> <br /> WHEREAS, the Board of County Commissioners of Cabarrus County, the Board <br />of County Commissioners of Stanly County, and the Board of County Commissioners of <br />Union County by Joint Resolution dated March 31, 1981, modified their Joint Resolution <br />dated April 1, 1974, by naming the entity "Piedmont Area Mental Health, Mental <br />Retardation, and Substance Abuse Authority; and <br /> <br /> WHEREAS, Joint Resolution of the Boards of County Commissioners of <br />Cabarms, Rowan, Stanly, and Union Counties dated October 1, 1997, Rowan County was <br />included within the area authority and the area authority's name was amended to be <br />"Piedmont Area Mental Health, Developmental Disabilities, and Substance Abuse <br />Authority," and <br /> <br /> WHEREAS, by resolution in 2002 this Board of Commissioners has stated its <br />intent to continue to provide mental health, developmental disabilities and substance <br />abuse services to its citizens through Piedmont Area Mental Health, Developmental <br />Disabilities, and Substance Abuse Authority, and <br /> <br /> WHEREAS, Piedmont Area Mental Health, Developmental Disabilities, and <br />Substance Abuse Authority does business Under the name Piedmont Behavioral <br />Healthcare (and is hereinafter referred to as Piedmont Behavioral Healthcare), and <br /> <br /> WHEREAS, by Session Law 2001-437 entitled "An Act to Phase In <br />Implementation of Mental Health System Reform at the State and Local Level, effective <br />July 1, 2002, the North Carolina General Assembly has adopted legislation requiring, in <br />G.S. 122C-115.2, that the each participating county, through Piedmont, develop a local <br />business plan and, under G.S. 122C-117(8), that Piedmont submit said local business plan <br />to each participating board of county commissioners, and that the participating boards of <br />commissioners jointly submit one approved business plan to the North Carolina Secretary <br />of Health and Human Services for approval and certification, and <br /> <br /> WHEREAS, in accordance with 122C-115.2, Piedmont Behavioral Healthcare, <br />through a process that included with public meetings including local stakeholders in the <br />mental health delivery system in Cabarrus, Rowan, Stanly and Union Counties, has <br /> <br />-5--I <br /> <br /> <br />
