Outcomes to be Realized throuqh implementation of the Local Business Plan: <br /> <br />Consumer Empowermeht. Piedmont believes that system change can most effectively be <br />supported by educated and empowered consumers and families. A major outcome of reform <br />must be greater inclusion of consumers and families in the management of the system. <br />Therefore, in addition to memberships on the Area Board and Client Rights Committee, <br />consumers and family members will be involved in system management through the initiation of <br />an Office of Consumer Affairs within the LME, a Consumer Family Advisory Committee which will <br />function as a sub-committee of the Area Board, Consumer and Family representation on <br />operational committees of the LME including the Network Council, Clinical Advisory Committee <br />and Global Continuous Quality ]:mprovement Committee. Consumer and family participation in <br />these processes will achieve a greater understanding between those served by the system and <br />those providing the services. Consumers will equally participate along with LME staff and <br />Network Providers in the development and monitoring of goals and outcomes through <br />involvement in these critical committees of the LME. Additionally, consumers and family' <br />members will have access to real and timely information regarding best practices, service <br />options, and provider abilities and performance that will enable them to direct the evolvement of <br />the local network through choice of providers. Thus, over time, the network will reflect the <br />choices and values of the people it serves. <br /> <br />Separation of Management and Services. One of the main tenants of the reform is the <br />separation of management and service provision. The new Local Management Entity's <br />responsibilities for community planning, development and management of policy, partnerships <br />and collaborations with consumers, providers and community stakeholders, management of <br />resources, system outcomes, monitoring and oversight, and development of infrastructures to <br />support the local service system, requires singular focus and neutrality. To meet these <br />requirements, the Piedmont LME is required to divest of direct service provision other than "Core <br />Services". The development of the private provider system over the past 10 years makes <br />divestment of services a realistic option for the Piedmont LME. We are committed to the <br />divestment of services in a way that achieves real choice for consumers, is not disruptive to care, <br />and preserves the valuable staff resources that Piedmont Area Authority has developed. <br /> <br />Best Practices. The overriding goal of reform is to achieve best practices in services and <br />supports to consumers and families. The LME will serve as the catalyst to initiate and manage <br />changes in the services system to ensure implementation of evidence based and best practice <br />services and supports. This will be achieved through directing resources and incentives to proven <br />strategies and consumer selected supports, including consumer-operated services. The LME will <br />establish clinical pathways based on evidence based/best practices through local consensus <br />panels (Clinical Advisory Committee) that determine review "gates" and criteria for Utilization <br />Review. A collaborative approach for developing treatment guidelines and supports will be <br />utilized to ensure optimal success. Support in the proliferation of best practices through out the <br />network will be provided through education and training of network providers based on .an <br />annual training plan. Resources must be directed toward the development of a real continuum <br />in crisis care, recovery based services and greater options in the area of behavioral health <br />(mental health and substance abUse), community education and addressing the waiting list. This <br />must be achieved through a consumer-directed/person-centered planning process. The LME will <br />commit to increasing penetration of the targeted populations by targeting resources, developing <br />alternative services including self-help and drop-in centers, utilization of new reimbursement <br />payments (such as case rates, or "package" payments), efficiency in management, and by <br />managing services for high cost and high length-of-stay users.
