At the upcoming fortieth anniversary of the community mental health initiative, we are yet on the
brink of many possibilities.. This demands the implementation of comprehensive changes in
systems and services, partnerships with consumers and stakeholders in directing and managing
the system, and increased accountability for outcomes achieved and resources used. Through
the actualization of this Local Business Plan, we are seeking the alliances and partnerships
necessary to realize these changes in this new century. We recognize this will require vision,
commitment, collaboration, mutual support, patience, and significant technical expertise.

The Local Business Plan to follow reflects the extensive consumer, family and stakeholder
involvement in Piedmont's local planning process. The input and feedback provided was
reviewed extensively and was instrumental in directing the development of this Local Business
Plan. This plan represents our best effort to follow the mandates of consumers and families and
to develop a plan that will achieve the outcomes they desire.

Page5

Piedmont Local Business Plan
Executive Summary
