IIBRTH CAROLINA

January 161 2001

To:

Cabarrus County Manager
Cabarrus County Deputy Manager
Cabarrus County Board of Commissioners

From:

Mr, Steve L. Little, Director
Cabarrus County Parks and Recreation Department

Subject: Turf Improvement Bid Proposals for Cabarrus County Properties

On November 20, 2000, Cabarrus County mailed out seventeen turf
improvement bid proposals to local landscaping/general maintenance
companies. Cabarrus County elected not to renew the current turf improvement
contract with Acme Turf Control Co., Inc., for the Central, Southwest and North
Districts; however, Cabarrus County would like to extend our current contract for
the East District with H & R Lawn Service, Inc. for an additional two years. The
cost to extend the contract with H & R Lawn Service, Inc., for the East District is
$3,091.58. In addition, Cabarrus County changed several specifications in the
turf improvement specifications proposal: (1) eliminated the two tons of lime per
acre (Cabarrus County may wish to add lime materials to sites after two years);
(2) allowed companies to sow grass with Kentucky 31 Fescue instead of higher
cost hybrid grass seed; (3) after Fall, 2001, will add two new sites, W.W. Flowe
and North Cabarrus Park; and (4) eliminated Lake Concord Reservoir site.

On December 20, 2000, Cabarrus County received five informal bid
proposals from local landscaping companies for the Central, Southwest. and
North Districts. Five company representatives were present for the bid opening.
Following is a summary of the bid proposals:

Company

Bid Amount (Annual Cost)

1. H & G Land Maintenance
2. Acme Turf Control Co., Inc.
3. John Owenby
4. H & R Lawn Service, Inc.
5. Barnhardt's Lawn Care

$56,773.87
$53,112.00
$78,170.00
$49,753.60
$62,745.49
