COMPARi'SON AND ANALYSZS WZTH EXTSTTNG ORDTNANCE <br /> <br />ARTZCLE 12 <br /> <br />Purpose: The purpose of this article is to provide regulations that establish <br />signs as an effective, safe, and aesthetically plea. sing form of communication <br />while preserving the rights of free speech under the First Amendment to the <br />United States Constitution. <br /> <br />Major Points Discussed: <br />· A sign may be constructed, erected, placed, established, painted, created, or <br /> maintained in the County only in conformance with the standards, <br /> procedures, exemptions, and other requirements of this Ordinance. <br />· A signage plan is required for any lot on which the owner plans to erect one <br /> or more signs. <br />· Signs shall be designed, constructed and maintained to retain sound <br /> structural condition. <br />· A permit shall be obtained for all signs required by this ordinance. <br /> <br />Major Similarities/Differences: <br />Article 12 of the UDO closely resembles the information found in Chapter 11 of <br />the existing ordinance with additional language pertaining to the use of <br />temporary signage. <br /> <br />12.1- General Provisions- Same; UDO provides additional language pertaining to <br />the purpose of sign regulations. UDO includes additional and expanded <br />definitions. <br /> <br />11.2.2- Sign Permit- Same; UDO requires the submission of a signage plan. <br /> <br />12.3- Prohibited Signs- New in UDO. <br /> <br />12.4- Signs that Do Not Require a Permit- Same; UDO is more explicit. <br /> <br />11.2.5- Permanent Signs that Require a Permit- Same, UDO is more explicit, <br />allows for the use of changeable copy/electronic message board. <br /> <br />12.6- Temporary Signs that Require a Permit- Same. <br /> <br />12,7- Outdoor Advertising (Billboards)- New in UDO. <br /> <br />The primary difference is to provide more detailed information to allow the <br />resident a clear and concise understanding of the size and type of signs <br /> <br /> <br />
