U~ON MOTION of Chairman Fennel, seconded by Commissioner Prtvette and unanimously carried, the Board adop=ed the following Resolution. Resolution No. 2000-30 RESOLUTION BY CABA~RUS COUNTY BOARD OF COMMISSIONERS ~HEP. EAS 0 Lead Regional Organizations have established productive voluntary working relationships wi~h municipalities and counties across North Carolina; and W~EREA~, the 1999 ~eneral Assembly ~ecognized this need through the appropriation of $900,000 for each year of the biennium to help the Lead Regional 0rganizations assist local governments with grant applications, economic development, community development, and to support local industrial developmsnt activities and other activities aa deemed appropriate by their local governments; and WkU~,AS, these funds are not intended to be used for payment of member dues or assessments to a Lead Regional 0r~anization or to supplant funds appropriated by the member governments; and WHEREAS, in the event that a request is mot made by Cabarrue for release of these funds to the Lead Regional Organization, the available funds will revert to State's general fund; and WHEREA~, in Region F, funds in ~he amount of .$55,000 will be used =o/for preparation of HONE and CDB~ ap~Iicetions, land use corridor studies, hosting of regional eenkinars/conferencee, r~gional data center, regional building per, nit tracking system, and other economic development activities · that may deem appropriate; NOW, THRRBFOP. Into Agreement with the North Carolina Department ct Transportation and to Provide the Necessary Assurances A motion was mad~ by Chairman Fennel and seconded by Commissioner Privette for the adoption of ~he following resolution, and upon being put to'a vote was duly adopted. WH~PJ~, lrtlcle 2B of Chapter 136 of the North Carolina ~eneral Statutes and the ~er~or of North Carolina have designated the North Carolina Department of Transportation (NCDOT} as the agency responsible for administering federal and State publ£c transportation funds; and WHI~.EAS, the North Carolina Department o~. Transportation will apply for a grant from the US Department of Transportation, Federal Transit Adm/nietration, and receives funds from the North Carolina ~eneral Assembly to provide assistance £or rural public transpor~ation proJec=s; and WHEREAS, the purpose of =hess transportation funds is to provide grant monies to local agencies for the provision of rural public transportation services consistent with the policy requirements for plaruling, conununity and agency involvement, service design, service alternatives, 2raining and conference participation, reporting and other recluirements (drug and alcohol testing policy and program, cLtsadvantaged business enterprise program, and fully allocated coats analysis);
