Allocation Methodologw <br /> <br />A total of $7,600,000 in operating assistance for the three programs is provided through a <br />formula allocation. This represents $5,000,000 for EDTAP, $1,000,000 for Work <br />First/Employment and $1,600,000 for RGP. The draf~ ROAP allocation provides each <br />county an allocation representing the total of the allocation for the three programs with <br />the exception that those counties not anticipated to provide transportation services to the <br />general public were not provided a RGP allocation. The following previously utilized <br />fo~amlas were used to determine the county allocation for the three programs: <br /> <br />EDTAP: 50% divided eqnally among all counties; <br /> <br />22 ½ % based upon the number of elderly (60+ years) residents per <br />county as a percentage of the state's total elderly population; <br /> <br />22 ½ % based upon the number of disabled residents per county as <br />a percentage of the state's total disabled population; and <br /> <br />5% based upon a population density factor that recognizes the <br />higher transportation costs in rural, sparsely populated counties. <br /> <br />Work First/ <br />Employment <br /> <br />10% divided equally among all counties; <br /> <br />45% based upon the population of each county as a percentage of <br />the total state population*;and <br /> <br />45% based up°n the number of Work First families per county as a <br />percentage of the number of Work First families in the state as of <br />January 1, 2001. <br /> <br />RGP: <br /> <br />50% divided equally among all eligible counties; and <br /> <br />50% based upon the rural population of each county as a <br />percentage of the total state rural population* <br /> <br />*Excludes the urban population for counties with urbanized areas within their <br />boundaries. <br /> <br /> <br />
