Box 707 <br />Concord, N.C. 28026 <br /> <br />Dear Mr. Marshall: <br /> <br />Stark Associates is plea.sed to submit this proposal for the Administrative Services for the <br />2001 Scattered Site Housing Rehabilitation CDBG Grant We have been in the housing <br />rehabilitation brininess for more than 25 years mad have participated in over 2,000 homes <br />being brought up to very livable condition. <br /> <br />Bob Stark wilt perform all administrative activities necessary to bring the project to a <br />successful closeout. Bob. has administered more than 30 CDBG projects by himsetf over <br />the last 25 years. Although 24 to 30 months is the time tYame set for completion by the <br />State, Stark Associates proposes to complete the rehabilitation in 18 months or less. <br />This will get the County in position to be awarded additional funding under this <br />pro,am. We propose to prequali~ at least 10 homes prior to the release of fun&$ in <br />March, bid these homes out and have contracts ready for signature upon notification of <br />release of funds. This method will give tts a jump and will enable much construction <br />work to be done in the spring and summer of 2001. <br /> <br />Stark Associates hms administered nmre than 30 CDB(i projects since 1976 including 2 <br />in Concord, 9 in Cabarrms County, 3 in Polkton, 2 in Wadesboro, 4 in Anson County, 3 in <br />Lilesville, 2 in Lexin~on, 1 in Davidson, 4 in Davidson County, I in Arlington, '1 in <br />Landis, 2 in China Grove, and 4 in Spencer. These projects included miles &water and <br />sewer lines, hundreds of homes connected, hundreds of homes rehabilitated and over a <br />thousand jobs either saved or creater[ <br /> <br />Stark Associates Proposes a not-to-exceed price of $40,000.00 with an hourly rote of <br />$71.00. <br /> <br />Sincerely, <br /> <br />Robert M.
