The staffofthe Local <br />Government Commission made the following finding, "It appears that the Water & <br />Sewer Utility Fund does not have a customer base and is not in operation at this time." In <br />response, the Water & Sewer Utility Fund is only used. at this time for the payment of <br />outstanding debt. The debt is expected to be paid offat December 1, 2001. <br /> <br />The retail water and sewer operations of the County were transferred to the City of <br />Concord and the City of Kannapolis on June-30, 1995, resulting in the creation of the <br />Concord Regional Water Resources Department The County also turned over the <br />operations of the Coddle Creek Dam and Lake Don T. Howell to the Water and Sewer <br />Authority of Cabarrus County effective July 1, 1996. The County still owns Lake Don T. <br />Howell. <br /> <br />During the current Fiscal Year 2000-2001, the County plan~ to pay offthe outstanding <br />debt.
