Glover ~ ~/' ~
Assistant Director for Community TranSPorh3fion

SUBJECT: FY 2001-2002 Rural Operating Assistance Program Draft Allocations

Please fred attached the dra~ allocations for the FY 2001'2002 Rural Operating
Assistance Program (ROAP). ROAP includes the Elderly and Disabled Tran.qportafion
Assistance Program (EDTAP), the Work First Transitional/Employment Transportation
Assistance Program and the Rural General Public (RGP) Program.

For budgeting purposes, the division is providing draft Fir 2001-2002 ROAP allocations
based on anticipated legislative appropriations. We are committed to maintaining the
currem level of ROAP funding. However, as you probably know, this is looking to be an
extremely tight budget year and ROAP allocations are contingent upon approval 9f the
funds by the North Carolina General Assembly.

Note that no carryover of unexpended funds from previous years are included. In other
words, these allocations represent the "worse case" situations, assuming the funds gain
legislative approval. While the final allocations may be slightly different due to the
possible addition of carryover funds, revised Work First case loads or number of counties
utilizing RGP funds, you are encouraged to utilize these draft allocations for budgeting
purposes. You will note that your allocations may differ substantially from previous
years. Besides there being no carryover funds included, the allocations were computed
utilizing the latest certified population estimates from the North Carolina Office of State
Planning.
