NORIH CAROl. INA

Memo

To: Board of Commissioners
From: John D. Day, Deputy County Manage
Date: March 20, 2001
Re: Old Courthouse

Historic Cabarrus, Inc. has been responsible for managing and maintaining the old
courthouse since it completed the initial renovation around 1980. While Historic
Cabarrus has raised and spent a considerable amount of money on the building since
then, it has become clear that the cost of continuous, proper maintenance is beyond its
means.

A recently completed analysis of the building by Griffin Associates Architects revealed a
backlog of maintenance and repair items estimated to exceed $60,000 in cost.

Recognizing the importance of properly maintaining one of the most significant historic
structures in the county, representatives of the Historic Cabarrus Board of Trustees (of
which I am one) discussed renegotiating the building lease with the county manager.

The new lease provides for the county to assume responsibility for all maintenance and
repairs of the building and grounds. In recognition of its efforts in restoring the old
courthouse, one room would be provided to Historic Cabarms for its use. The remainder
of the building would be used to house county offices. The lease term remains
unchanged, through 2015.

The conditions of the renegotiated lease have been agreed upon by representatives of
Historic Cabarrus and the County Manager. The lease was prepared by the county's legal
counsel. It is attached for your review and consideration. Please contact me if you have
any questions or concerns.
