Resolution No. 2001- <br /> <br /> RESOLUTION <br />REGARDING AREA MENTAL HEALTH, <br /> <br />DEVELOPMENTAL DISABILITIES AND SUBSTANCE <br /> ABUSE AUTHORITY <br /> <br /> WHEREAS, Piedmont Behavioral Healthcare Area MH/DD/SA Authority (under <br />this and former names given to this organization hereinafter referred to as Area Program) <br />has provided quality mental health, developmental disability and substance abuse <br />services to the citizens of Cabarrus, Stanly and Union Counties since 1974 and Rowan <br />County since 1997; and <br /> <br /> WHEREAS, the Area Program's administration has been responsive and <br />accountable to the Board of Commissioners and citizens of this County; and <br /> <br /> WHEREAS, the current Area Program has provided stable and responsible <br />administration of its programs; and <br /> <br /> WHEREAS; the Area Program received a score of 91% in the State on consumer <br />satisfaction; and <br /> <br /> WHEREAS, the Area Program has received "unqualified opinions" from external, <br />independent audit firms sirfce the inception of these audits in 1974; and <br /> <br /> WHEREAS, the Area Program is operating and providing quality services in a <br />fiscally responsible manner; and <br /> <br /> WHEREAS, the current arrangements have proved to be satisfactory to the Board <br />of Commissioners and the citizens of this county. <br /> <br /> NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners of <br />Cabarrus County that: <br /> <br />Section 1. <br /> <br />The continued provision of services under the current Area program is <br />more than satisfactory and should be maintained. <br /> <br />Section 2. <br /> <br />The provision of services under the current arrangement is altogether more <br />acceptable and appropriate than the provision of services by a State <br />agency. <br /> <br />Section 3. <br /> <br />The County does not have an interest in providing mental health services <br />directly as another County department; or indirectly under Article 160A. <br /> <br /> <br />
