*Recognize Elizabeth and other family members that are with Louis. Louis is <br />married to Elizabeth Carter Partain. They have 4 children: Kim Williams, Lisa <br />Reason, Ann Durham and Christopher Partain, and 10 grandchildren, plus one <br />on the way: Courtney Williams, Marissa Williams, Hayley Williams, Bethany <br />Reason, Megan Reason, Morgan Reason, Joshua Reason, Justin Reason, <br />Ashley Reason and Dale Durham. <br /> <br />Louis Partain began his career with the Cabarrus County Department of Aging on <br />September 1, 1985 and has served as our Weatherization Program Coordinator <br />until his retirement on February 28, 2001. Louis was responsible for the <br />administration of several Home Improvement programs for our 'department. He <br />managed our Weatherization Assistance Program, Heating Appliance Repair.or <br />Replacement Program, Urgent Repair Program, Housing and Home <br />Improvement Program and the Air Conditioning for the Elderly program. All of <br />these programs share the common goal of providing independence for local older <br />adults by allowing them to remain in their own homes as long as possible. <br /> <br />Louis had developed a strong collaborative network of service providers in <br />Cabarrus County that provide support services to our clients. Louis had a knack <br />of finding a way to expand or enhance our resources in order to maximize our <br />ability to meet the clients' needs. He worked closely with the Department of <br />Social Services, Cooperative Christian Ministries, the City of Concord, several <br />local church groups, and others. He is considered an expert in this field by his <br />peers across North Carolina and is respected by all. <br /> <br />In 1997, the.Department of Aging received the National Association of Counties' <br />(NACO) Award of Excellence because of Louis' dedication and commitment to <br />the older adults of Cabarrus County. Our Weatherization and Home <br />Improvement program was selected as one of the most efficient programs in the <br />country under Louis' guidance. <br /> <br />His retirement has left a void in our department that will be' hard to fill. However, <br />he will be missed the most by the older citizens of Cabarrus County that he has <br />served so passionately for 15 years. <br /> <br />It is with mixed emotions that I recognize Louis Partain tonight upon his <br />retirement. We are all excited for him as he begins his retirement, yet we also <br />regret the fact that he will no longer be part of our team at the Department of <br />Aging. <br /> <br />Elizabeth assures us that while Louis has been working so hard to make sure <br />that our clients' homes are safe and in good repair, she has developed quite <br />along "Honey-Do" list that will keep him busy for some time. <br /> <br />On behalf of the Cabarrus County Department of Aging, and the older adults we <br />serve, it has been a sincere honor and privilege working with you, Louis. Good <br />luck to you and your 'family as you begin this next stage of your life. <br /> <br />Thank you for all that you have done. <br /> <br /> <br />
