of <br /> <br />Cabarrus County, North Carolina <br /> <br /> Whereas, Cabarms County has experienced thirty-one (31) months of below-normal rainfall, <br />and <br /> <br /> Whereas, it has been fifty (50) years since drought has been this severe in Cabarrus County, <br />dating back to 1948, and <br /> <br /> Whereas, Cabarrus County and its cities kre twenty-four '(24) inches of rain below normal <br />since mid-1998, and <br /> <br /> Whereas, Lake Howell is ninety-nine (99) inches below normal, Lake Fisher is sixty-five <br />(65) inches below normal, Lake Concord is seventy-three (73) inches below normal and <br />Kannapolis Lake is sixty-four (64) inches below normal, and <br /> <br /> Whereas, God answers us in Job 38 when he said, "Where were you when I laid the <br />foundations of the earth? Tell Me, if you have understanding. Who determined its <br />measurements? Surely you know! Or who stretched the line upon it? To wh~it were its <br />foundations fastened? Or who laid its cornerstone,...? Or who shut in the sea with doors, when <br />it burst forth.., when I made the clouds its garment, and thick darkness its swaddling band; when <br />I fixed My limit for it... when I said, 'This far you may come, but no farther, and here your <br />proud waves must stop!' Have you commanded the morning since your days began, and caused <br />the dawn to know its place, ... Have you comprehended the breadth of the earth? ... Where is the <br />way to the dwelling of light?' And darkness, where is its place, ... Who has divided a channel for <br />the overflowing water, or a path for the thunderbolt, to cause it to rain on a land where there is no <br />one, a wilderness in which there is no man; to satisfy the desolate waste, and cause to spring <br />forth the growth of tender grass? Has the rain a father?. Or who has begotten the drops of dew? <br />... Can you lift up your voice to the clouds, that an abundance of water may cover you? Who <br />has put wisdom in the mind? Or who has given understanding to the heart?" <br /> <br />Therefore, Be It Resolved, that the <br /> <br />Month' of APril 2001 <br /> <br />be declared a month of fasting and prayer in Cabarrus County. Let every citizen in our <br />county select hours, days or weeks to fast .and pray that God will bring abundant and adequate <br />rainfall upon our county, that our lakes and streams and reservoirs will be filled again and that <br />we will maintain above-normal rainfall throughout the coming year to replenish our land. <br /> <br />Let a copy of this proclamation be sent to every city and town in Cabarrus County so that they <br />may join with us in setting aside the month of April 2001 to seek the Lord for the needed rain. <br /> <br />Signed this 26* day of March 2001 by <br /> Arne L.
