OORTH CAROLINA

MEMORANDUM

To: Frank Clifton
From: Blair Bennett ~
Date: April 11, 2001
Subject: Purchase Order Limit

I am requesting permission to raise our current purchase order limit from $100 to $500.
We have been at the $100 limit for several years and probably should have been indexing
it so that the increase would not seem so dramatic. We are attempting to adjust our limit
to other counties our size. Upon a recent survey of North Carolina counties similar in size
to Cabarrus, I have discovered that the majority' has purchase order limits higher than
$100.00, which is our current limit. Below are some of those counties' purchase order
limits.

Alamance $200.00
Catawba $500.00
Gaston $100.00
Iredell $500.00
New Hanover $500.00
Rowan $300.00
Union $1,000.00

We have sufficient internal controls to assure compliance and monitoring for these
procedures. We also competitively quote office supply vendors establishing a one-year
contract, renewable for two (2) more years. Our current contract provides for all supplies,
except furniture, electrical devices and paper, to be discounted by 51.5% off catalog
prices. In order for our departments to be efficient we allow them to order, for next day
delivery, their office supplies through the Interact directly from our vendor: Additionally
it is the county's policy to require departments to obtain two (2) or more competitive
quotes for purchase requisitions totaling more than $500.00.
