Little, Director
Cabarrus County Parks and Recreation Department

NCDOT Approval of Driveway Entrance/Turn Lane Improvement
and Change Order for North Cabarrus Park

On March 6, 2001, Cabarrus County received the attached letter from NCDOT on
the driveway entrance and. turn lane improvement for Orphanage Road and
Oakwood Avenue for North Cabarrus Park. The approved permit covers the turn
lane and related construction including drainage, asphalt and grading
modifications. Brown Utility Company, Cabarrus County's general contractor for
the North Cabarrus Park, has submitted a formal change order for these
revisions in the amount of $47,372.76. Those funds are within Cabarrus County
approved funds for North Cabarrus Park. The proposed contract time will be
increased by sixty (60) days.

As noted in the NCDOT letter, their approval does not include the
construction of the sidewalk along Oakwood Avenue as planned by the City of
Kannapolis. The sidewalk will require an encroachment agreement with NCDOT
to be prepared and submitted by the City of Kannapolis. The City of Kannapolis
is planning on the sidewalk along the south bound lane of Oakwood Avenue, so
Cabarrus County revised the proposed sidewalk at the entrance of the park to
align with this future sidewalk.

Also noted in the letter, NCDOT stated the traffic signal will be in place
and operational by September 29, 2001 (scheduled opening date).

If you have any questions or comments, please feel free to contact me.
Thank you for your review and consideration concerning these matters.
