DOA-734 <br />(revised 1/00) <br /> <br />'S. <br /> <br />As specified in 45 CFR 92.36(b)(11), commknity service providers.shall have ~r'ocedures for <br />settling all contractual and srtminis~rative issues arising out of prOcurement of services through <br />the Block Gra~. Commmaity service providers shsi1 have procedures governing the evaln~fion <br />of bids for services and procedures ttmough which biaaers and contracted provSders m~y appehl <br />or &spute a decision made by the community service provider, <br /> <br />Applicant/Client appeals ghall be addrcsse~ as specified in Section 7 of the Division of Aging <br />Home and Community Ca:re Block Grant Manna! for Comm~3ity Service Providers, d~ecl <br />July 1, 1992. <br /> <br />'7. <br /> <br />Commnnity service providers are responsible for providing or-arranging for the provision of . <br />required local match, as specified on the provider Services Snmmary, (DOA~732). Local match <br />shall be expended simultaneously, with Block Grant funding. <br /> <br /> An an,n~l independent audit which meets the requirements of the Division of Aging Program <br /> Audit Guide for Aging Services, applicable North Carolina General Statutes and Local <br /> Go~ernment Coromi~sionrequirements, and O1VII3 Circular A~128 or 133 shall be performed. <br />· For-profit comm~'mlty service providers shall havre art arln~m! co~liallce audit.which meets the' <br />requirements of.4,-133. The anrt~t shall be perfo~'med within six (6) months of the close of the <br />provider's fiscal year. Upon co!,,pledon of the audit, a copy Of the audit report and any opinion <br />letter ahall be simultaneously provided to the County and the Area Agency. <br /> <br />NOTE: Audit requirements'are subject to revisibn. The Division wffi notify area agencies and <br /> provider if and when state audit policy is revised. <br /> <br />Compliance with Eqz~al Employment Oppo~o.~ and gmeric~.q With Disabilities Act <br />requirements, as specified in paragraph fourteen (14) of the _A~eement for the Provision of <br />Countw Aging-Based Services (DOA-735) shall be m,lnta~ned. <br /> <br />10. <br /> <br />Providers In-Home Aide, Home Health, Housi~ a~d Home Impr~ ovement, and Adult Day Care <br />or Adult Day Health Care shall sign and return the attached .assurance. tO the .area agency on <br />aging indicating that recipients of these services have been im%~med oftheir client fights, as <br />required in Section 314 of the 1992 Amendment& to the Older Americans Act. <br /> <br /> <br />
