Village Mixed Use District <br /> <br /> Village Mixed Use districts are located at Caldwell Road and Tom Query Road and at <br />Morrison Road and Pioneer Mill Road. This district is intended to provide a means for planned <br />developments that contain a mix of residential and non-residential uses. The district at Tom <br />Query Road and Caldwelt Road is intended to provide a transition between existing residential <br />development on Tom Query Road and existing industrial uses on Caldwell Road and the Norfolk <br />Southern rail line. The district at Morrison Road and Pioneer Mill Road provides an opportunity <br />for a neighborhood developed under the concept of Traditional Neighborhood Design. It will <br />include a mix of housing types that surround a pedestrian friendly village center that may include <br />office, retail, and employment uses. While this is the only location currently found within the <br />larger Open Space Preservation district, applications for other locations within the district are <br />encouraged. <br /> <br />Town Center District <br /> <br /> The Town Center district is an attempt by the Town of Harrisburg to create a physical <br />center to the Town. This district will act as the Town's primary destination for residents of the <br />surrounding area and visitors to Harrisburg. The Town Center district is located around the <br />intersection of Highway 49 and Roberta Road. As with traditional town centers, development <br />within the district will be pedestrian friendly, well designed,' and fully integrated with <br />surrounding land uses. Within the 300+ acres designated for the Town Center a mix of office, <br />retail, service, government, and residential uses are encouraged. A future transit stop should also <br />be planned for the district to facilitate the commute of town residents to the major employment <br />centers of Charlotte as well as provide potential employees from Charlotte the opportunity to <br />commute to employers within the Town of Harrisburg. <br /> <br />Specific Recommendations: <br /> <br />· As part of the Unified Development Ordinance process new zoning districts should be created <br /> to facilitate development within the proposed Village Mixed Use and Town Center districts. <br />· A new zoning district should be created that limits total square footage of a center versus the <br /> current method of limiting the square footage of an individual use within the Neighborhood <br /> Business zoning district/ This should be a conditional district. <br />· Develop commercial and office architectural design guidelines to ensure each project's <br /> compatibility with the surrounding area. Design guidelines should also include standards for <br /> ingress and egress points, policies for interconnections of adjoining developments, sign and <br /> landscape standards, and enhanced buffering standards for loading and service areas. <br /> <br />Quality of Development <br /> <br /> As the Harrisburg area continues to attract new residents, more business facilities will be <br />demanded. This demand will increase development pressures on land along Highway 49, <br />Highway 24/27, and key intersections along Rocky River Road. Demand will create pressure for <br />vacant land to develop as well as under utilized land to be redeveloped. While Highway 24/27 <br />and Rocky River Road do not currently have significant commercial development, Highway 49 <br />has a significant number of commercial, office, industrial, and institutional uses. <br /> <br /> The prevailing sentiment in the Town of Harrisburg is that uses along Highway 49 lack a <br />cohesive appearance. Many feel that the corridor lacks a unique identity that sets it apart from <br /> <br /> <br />
