Water and Sewer <br /> <br /> The provision of water and sewerage services within the plan area is an important <br />consideration in analyzing past and future growth patterns. This review of these services will <br />include background on where and how distributing and collection has been accomplished; how <br />those systems fit within the larger countywide utility systems; and, where and when future <br />improvements will be made. It will be necessary to divide the plan area into smaller geographies <br />to discuss some of these issues. In particular, sewerage collection systems follow natural <br />drainage basins so the discussion will consider services within individual basins. <br /> <br />Existing Conditions <br /> <br /> The plan area consists of Township One, Harrisburg Township, and within that the town <br />limits of Harrisburg, Public water and sanitary sewer currently serve the entire area within the <br />town limits (Maps 7A and 7B). The water service in turn is connected on Morehead Road, <br />Roberta Road, and 49 to the City of Concord water distribution system. Sanitary sewer service is <br />provided to the Town by collection systems within the Rocky River basin (and as part of that the <br />Mallard Creek basin) and within the Back Creek basin. There are some exceptions where parcels <br />in Township One have been voluntarily annexed, such as on Hudspeth Road, where sanitary <br />sewer service has not yet been provided. <br /> <br /> There is limited water and sewer service in Township One outside of the town limits. <br />The southern part of the plan area is provided sanitary sewer through use of a pump station and <br />force main. This provides a limited area of service due to engineering and capacity issues. At <br />this time, only the Howell Center and the Porter's Landing subdivision on Caldwell Creek are <br />connected to this part of the system. <br /> <br /> There is also public sanitary sewer service in the Fuda Creek basin. The collection lines <br />extend between Back Creek and Hickory Ridge Road and provide service to some subdivisions <br />along Rocky River Road. <br /> <br /> Public water service areas follow closely with sewerage service areas. Outside the town <br />limits there is public water distribution in an area surrounding the City of Concord's elevated <br />water storage at Highway 24/27 and Flowes Store Road. In addition, there are small pockets <br />within the plan area that are served by public water but not sewerage. Examples of this are <br />parcels off Old Camden Road south of Highway 24/27. <br /> <br /> Private water systems, private sewer systems or both serve individual developments <br />throughout this plan area. Among the most notable private sewer treatment facilities are the <br />package plant serving Cabarrus Woods and the one providing service to Bradfield Farms <br />(Mecklenburg County) and Silverton. Private water systems vary within the area. Some large <br />subdivisions such as Bradford Park and The Oaks Estates are provided water through community <br />wells with ground storage tanks. These systems do not have enough water pressure or volume to <br />permit fire hydrants and with it's fire service connection to the system. Other developments, <br />most notably Highland Plantation and Planter's Row, are provided water through use of <br />community wells and elevated water storage tanks. The elevated tanks create water pressures and <br />volumes to permit larger distribution lines, fire hydrants and fire service connections. <br />Insert Maps 7A and 7B - water and sewer <br /> <br /> <br />
