Library

Library services to residents of Harrisburg and Caharrus County are provided through the
Cannon Memorial Library. The main library facility is located in Concord and a branch library is
located in Kannapolis. There are no public library buildings in Harrisburg. Service to the area,
however, is provided through a bookmobile. The bookmobile, which has a capacity of
approximately 5,000 volumes, stops at the Harrisburg United Methodist Church located on N.C.
Highway 49 approximately three times per month. This is the greatest level of service provided by
the boolanobile system in the County. In addition to the Highway 49 stop, the bookmobile also
makes regular stops at three other points in the Harrisburg area, all of which lie beyond the
extra-territorial area. Library officials report that the bookmobile is well received in the Harrisburg
area and that patronage levels are fairly high.

In order to improve area residents access to library
facilities, the Town of Harrisburg and the non-profit group
Friends of the Harrisburg Library have begun construction
of a 10,000 square foot branch library. The structure will
be owned by the town and the library facility will be
operated by Cabarrus County. The branch library is
expected to open in the spring of 2001. It is anticipated that
no additional library facilities will be needed in the
Harrisburg area during the time-period covered by this
planning document.

Recreation

Until recently the only public recreation facility in the Harrisburg planning area was the ball
fields at the old Harrisburg Elementary School. Laid out for baseball, these fields also served the

August of 2000, the Harrisburg area opened two new
facilities to replace these fields (Map 9). The new
Harrisburg Elementary School is designed as a
school/park in cooperation between Cabarrus County
Schools and the County's parks and recreation
department. The school has an expanded gymnasium
and six baseball fields with restrooms. In addition to
the school/park the Town of Harrisburg has started
construction on its first municipal park facility. This park will include two full size soccer/football
fields or six junior-size soccer fields with restroom and concession facilities as well as walking trails,
picnic shelters, tennis courts, a basketball/volleyball court, and playground equipment. The 1.2
million dollar municipal park is partially funded by a $250,000 North Carolina Parks and Recreation
Trust Fund grant which was awarded in May of 2000 and a $30,000 grant fi.om Cabarrus County.
The project will be constructed in phases and is expected to take five years to complete the entire
project.

Other recreational opportunities in the planning area are available privately through several
neighborhood homeowners associations as well as local churches. The facilities prov/ded by the
homeowners associations include pools, playgrounds, picnic shelters, and walking mils. Churches
provide facilities such as play grounds, ball fields, and gymnasiums.
