99

amend the present ordinance concerning the issuance of cages by Animal
Control for trapping animals. According to Ms. Walker, the ordinance should
require that everyone in a neighborhood be notified whenever a trap is set in
that neighborhood. She also stated that persons picking up a cage should he
required to take the cage to their home and not deliver it to someone else's
home as had occurred in their neighborhood. During her presentation, Ms.
Walker referenced the following Petition, which she had submitted to the
Board with 24 signatures.

April 25, 2001
We, the undersigned neighbors, do vehemently oppose the very
inhumane and cruel treatment rendered to family pete owned by
neighbors in the Hillside, Miller Avenue, Sedgefield and Sylvan
Lanes, and surrounding areas. Luring animals into a cage,
keeping them cagsd up for several days without food and water,
then taking them to the dog and animal control to be killed ls
being done by Lorie Chsffee~ 177 Hillside Ave.~ Coscord~ NC. Not
only do these cats not belong to her but also are pets of
neighbors of hers and animals who may cross her path at any given
time day or night. Being an employee of Cabarrus County, (she ls
a dispatcher with Sheriff's Department). we feel she is given
special treatment as far as having these animals picked
~nlawfully and against the will of their owners without giving
them opportunity to return them to their safe haven.

Sheriff Brad Riley explained that th~ Sheriff's Department and Animal
Control are charged with enforcing the Animal Control Ordinance. He stated
the issue is not the fact that the case involved a Sheriff's Department
employee, but is whether the Department should make notification to neighbors
when a trap is set. H~ reviewed the Department's procedures for resp~nding
to complaints and efforts to notify the owners whenever an animal is picked
up. Sheriff R/lay reported Animal Control picked up 2,534 cats during the
past year, of which 23 were returned to their owners. The Department also
works with the Humane Society in adopting out the cats. Further, Sheriff
R/lay stated that the cat that was trapped in Ms. Walker's neighborhood had
not been claimed. Be stated he had addressed the employee situation and
ordered traps removed from that neighborhood when he learned there was a
possibility the employee's child had fed the cats. However, he pointed out
the Department would act to enforce the ordinance if another person in that
neighborhood files a complaint.

There was lengthy discussion regarding the responsibility of pet owners,
Animal Control's procedures for responding to complaints and the importance
for persons in a neighborhood to be able to talk with each other and work out
problems that may arise within their neighborhood.

Chairman Fennel asked Mr. Clifton and Sheriff Riley to study the issue
concerning the trapping of cats and bring back reco~endations/options for
the Board's consideration at the next meeting.

Mr. Sharrill Laney of Kannapolis presented comme~t~ concerning the
rezoning request by Ma. Ronnie Hinson. He stated he found it significant
that Mr..Hinson and Mr. Joyner had come to an accommodation and that Mr.
Joyner did not speak in opposition to the rezoning. He disagreed that the
rezoning would be spot zoning because he stated the adjoining property to the
north, south and across the street is to some degree already commercialized.
Further, he stated in his opinion Mr. Hinson's business would be a nice
transition type of business between pure residential and commercial property
located at the intersection of Highway 601 and Flowea Store Road. Pinally,
Mr. Laney advised of a similar tMpe of rezoning that he stated had occurred
o~ Highway 24-27 in the Midland area to permit the location of a CPA office.

There was no one else to address the Board during the Informal Public
Comments and Chairman Fennel closed that portion of the meeting at 8:00 p.m.

NEW~USXNESS

Contract A~-~ietration PolioM - Blair Bennett~ Deputy CountM ~4ana~er for
~hainis~ra~ion

Mr. Bennett reviewed the proposed Contract Administration Policy that
would set up a uniform method for handling contracts.
