108 ~e expressed appreciation that the County did not freeze or reduce funding as some counties had done after the State withheld reimbursements earlier this year. There was general discussion about funding for the Schools, including locally funded teachers and the potential for additional costs to provide new classroom space if the proposed State lottery is approved. Chairman Fennel also questioned Dr. Winkler about other areas in which the Cabarrus County Schools and Kannapolis City Schools can work together to gain efficiency between the school systems. Dr. Winkler commented on the good relationship between the two school systems and indicated an openness to pursue additional areas for working together to consolidate costs. After discussion, it was generally agreed that the staffs of the two school systems would lock at other areas in which the two systems could work together for improved efficiency. Chairman Fennel pledged the Board's support with efforts to consolidate programs and improve efficiency. Closed Session U~ON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and unanimously carried, the Board moved to go into closed session as authorized by North Carolina General Statute 143-315.11(a)(4) to discuss matters relating to the location or expansion of industries or other businesses in Cabarrus County.
