91 <br /> <br /> The Board of Commissioners for the County of Cabarrus mst in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 21, 2001, at <br />6:30 p.m. <br /> <br /> Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Robert M. Freeman <br /> Coy C. Privette <br /> Blchard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> Chairman Fennel called the meeting to order at 6=32 p.m. <br /> <br /> Boy Scout Troop 222 of the Harrisburg Hnited Methodist Church conducted <br />the Flag Ceremony. Scouts participating in the ceremony were Justin Brown, <br />Jon Seibert, Christopher Porfeli and Jeremy Smith. <br /> <br /> Reverend Michael Kurtz of Forest Hill Chi%ed Methodist Church gave the <br />invocation. <br /> <br /> Chairman Fennel thanked those who had fasted and prayed for rain during <br />the month of April. The Board had adopted the ~'Pray for Bain" Proclamation at <br />its meeting in March. <br /> <br /> Commissioner Privette reported that ~x. Oren Hill, a former men~3er of <br />the Board of Com~issioners, had passed away. The Board observed a moment of <br />silence in memory of Mr. Hill. <br /> <br />;~PROV~ OR CORRECTION OF MII~S <br /> <br /> UPON ~OTION of Vice Chairman Carruth, seconded by Conunissioner Freeman <br />and unanimously carried, the Board approved the minutes of April 23, 24 and <br />30 and May 3, 2001 as written. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Comm/ssioner Suggs and <br />unanimously carried, the Board approved the Agenda as submitted with the <br />following changes: (1) Removal of Item E-5 {Appointment of Fire Protection <br />District Commissioners); and (2) Addition of a Closed Session as authorized <br />by North Carolina General Statute 143-318.11(a) (4) to discuss the location or <br />expansion of industries or other businesses in Cabarrus County. Further, the <br />Board acknowledged receipt of the revised attachments for the following <br />Consent Agenda items: Item E-9 - Sale of Property at J. N. Fries Middle <br />School by the Cabarrus County Board of Education to the City Of Concord; and <br />Item E-12(a,b, c,d,e) - DJJDP County ~unding Plan and Program Agreements.. <br /> <br />~C(~ITIONS~ PP~S~IONS <br /> <br />P~co~ition of ~pa~m Pre~teri~ ~ ~d ~e ~or ~r~t <br />C~n~r - ~. ~ke ~sr Developer Se~ioes Director <br /> <br /> ~. Mike Do~s, Director of Development Services and ~ergency <br />Management, recognized Bethpage Presb~erian Church and the Caremoor <br />Retirement Center for their response and care for the Center's residents when <br />a small fire caused their evacuation on May 3, 2001. He co,ended the Center <br />for having the forethought to plan for an ~ergency situation and co,ended <br />the church for its willingness to provide a semite to the co,unity by <br />o~ening a shelter for the Center's residents. <br /> <br /> C~ssioner Privette presented Certificates of Appreciation to the <br />following persons: Caremoor Retirement Center - Tom and Teresa ~ncaid <br />(o~ers), ~e Sortain, ~freda Rice, ~ita Linker, Claudia Epinger and <br />Jerfonda Johnson; and BethDage Presbyterian Church - Darrell and Doris ~n <br />Ballard and Linda Van Pelt. <br /> <br /> <br />
