137 <br /> <br />DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Thursday, June 28, 2001, at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Robert M. Freeman <br /> Coy C. P~ivette <br /> Richard D. Sugq$ <br /> <br />Also present were Mr. John Day, Deputy County Manager for Operations; <br />Mr. Fletcher L. Hartsell, Jr., County Attorney; Mr. Jonathan Marshall, <br />Planning Services Director~ Mr. Mike Downs, Development Services Director; <br />and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Fennel called the meeting to order at 6:35 p.m. Vice Chairman <br />Carruth was not present for the beginning of the meeting. <br /> <br />Approval of '=he A~jenda <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette with <br />Chairman Fennel and Conu~issioners Privette, Freemao and Buggs voting for, the <br />Board approved the Agenda as submitted. <br /> <br />Cabarrus County Water and Sewer Charges for the Northwest District - Bob <br />Stark <br /> <br /> Mr. Bob Stark, Consultant, stated the Board had discussed a plan at its <br />June 18=" meeting for the County to get money back from developers and <br />builders who connect to water and sewer lines in the Co~%munity Development <br />8lock Grant (CDBG) target area. He reported this had been revised to include <br />an area known as the "Northwest District" and presented a Resolution <br />establishing the water and sewer charges for that district. The fees, which <br />would be about the normal charges by the cities of Concord and Kannapolis, <br />would go into a fund established by the County and used for future water line <br />extensions or upgrades. <br /> <br /> Vice Chairman Carruth arrived at 6:40 p.m. and was present for the <br />remainder of the meeting. <br /> <br /> U~ON ~OTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />Resolution No. 2001-14 <br /> <br /> CABARRUS COUNTY <br />WATER AND SEWER CHARGES FOR THE <br />NORTHWEST DISTRICT <br /> <br /> WHEREAS, the County of Cabarrus desires to plan for growth and to <br /> facilitate such growth through the provision of water and sewer service. The <br /> Northwest District shall include the land bounded by Interstate 85 beginning <br /> at the Mecklenburg County line and east along 1-85 to Highway 73 interchange <br /> as the South Boundary; and west along Highway 73 and including lands fronting <br /> both sides of Highway 73 to Odell School Road and north on Odetl School Road <br /> to Mooresville Road (NC 136} and north on Mooresville Road (NC 136{ to the <br /> Iredell County line as the East Boundary; west along the Iredell County line <br /> to the Mecklenburg County line as the North Houndary; and south along the <br /> Mecklenburg County line to Interstate 85 as the West Boundary (see map <br /> attached); and <br /> WHEREAS, the County requires a recapture plan from connections to the <br />.water and sewer lines; <br /> NOW, THEREFORE, BE IT RESOLVED, by the Board of County Co~issioners of <br /> the County of Cabarrus, that: <br /> Section 1: Future users connecting to the lines within the Northwest <br /> District and have not participated financially in the construction of <br /> extensions shall be required to pay an assessment fee for each line <br /> connection as follows: <br /> <br />Assessment A or B applies - (whichever is greater). <br />A. Water <br /> 3/4" service meter -- $ 500.00 <br /> 1" service meter -- $ 500.00 <br /> 2" service meter - $1,000.00 <br /> 4" service meter -- $1,000.00 <br /> 6" service meter -- $2,000.00 <br /> <br /> <br />
