RURAL GENERAL PUBLIC
(RGP)
TRANSPORTATION PLAN
O?/01/2001

COMPONENTS:

SERVICE DESIGN: Cabarrus County Transport Service is operated by contractor Coach
USA. This service entity is monitored by the County Mobility Management Center
(CMMC) to ensure service levels are met.

Service is monitored and trips are reserved in the County Reservation Call Center(CRCC)
within the CMMC. All Dial-a-Ride requests are centralized into the CRCC by a common
number 704-920-22GO(46).

The existing CCTS fleet and staff are adequate to sustain this increased service model at
this level of financial commitment.

The Contractor is able to properly staff it's on-road supervisory positions under the
conrtact for it's services.

The Administrative function of the County will bear the strain until such time as the
Administrative portion of the Transportation Grant reflects this additional Service and the
appropriate allocations for it.

SERVICE MODES: Service will offered in all three arenas of
transit:SUBSCRIPTION,DEMAND RESPONSE,& DEVIATED FIXED ROUTE.
The goal is to provide the optimum mix ofridership while providing access to before
unserved targets.

FARE STRUCTURE: The fare structure is based on a point to point rate and is weighted
requiring the oversight of the county to ensure maximum ride share by Contractor. The
fare rate will only allow a minimum of 25% recovery and a maximum of 42% recovery in
the cocts of the service per trip.
