In the case of historic preservation <br />programs or activities, HR are not required to take <br />any action.that would result in a substantial <br />Lmpairment of significant historLc, features of a <br />historic property. A HR is not required to tkke any <br />action that it can demonstrate %~ou!d result in a <br />fundamental alteration in the nature of its program <br />or activity. A HR is no~ re_~u~ired to take any action <br />if the change would impose undue financial and <br />administrative burdens.
