Section 10. promotion <br /> <br /> (a) Candidates for promotion shall be chosen on the basis of their qualifications, <br /> and on their work records without regard to age, sex, race, color, creed, religion, <br /> national origin, or physical handicap. Performance appraisals and work records <br /> for all personnel shall be carefully examined when openings for positions in <br /> higher classifications occur. <br /> <br /> (b) Vacancies in positions shall be filled as far as practicable by the promotion <br /> of employees in the service of the County subject to the limitations of Article IV, <br /> Section 8. <br /> <br /> (c) If a current County employee is chosen for promotion, the department head <br /> shall forward the employee's name to the County Manager with recommendations <br /> £or classification and salary, and reasons for selecting the employee over other <br /> applicants. After considering the department head's comments, the County <br /> Manager shall make the appointment and determine the classification and starting <br /> salary. <br /> <br /> Appointing authorities other than the County Manager shall forward the <br /> employee's name to the County Manager with recommendations for classification <br /> and salary. <br /> <br />Section 11. Demotion <br /> <br />Any employee whose work in his present position is unsatisfactory, or whose personal conduct is <br />unsatisfactory, may be demoted, provided that the employee shows promise of becoming a <br />satisfactory employee in another position. Such a demotion shall follow the procedures outlined <br />in Article VII, Section 2. Representative causes for demotion because of failure in work <br />performance or failure in personal conduct are also listed in Article VII, Sections 2. An <br />employee may request a demotion on a strictly voluntary basis subject to approval. <br /> <br />Section 12. Transfer <br /> <br />If a vacancy occurs and an employee is eligible for a transfer and is selected, the department <br />head wishing to hire the employee shall request the transfer, which is subject to the approval of <br />the County Manager, except that appointing authorities other than the County Manager shall <br />make such appointments for their departments. Any employee transferred without his having <br />requested it may appeal the action in accordance with the grievance procedure outlined in Article <br />VIII. <br /> <br />Section 13. Emergency Appointment <br /> <br />An emergency appointment may be made when a situation exists requiring the services of an <br />employee before it is possible to identify a qualified applicant through the regular selection <br />process. When it is determined by the County Manager or appointing authority that an <br />emergency appointment is necessary, all other requirements for appointment will be waived. <br />An emergency appointment may be made for a period of up to sixty work days (consecutive or <br />non-consecutive). Any one individual may not receive successive emergency appointments with <br /> <br />16 /c-- / 5L <br /> <br /> <br />
