Salisbury-Rowan Community Service Council <br /> <br />9/16/94 - Homeless Task Force (of which Carolyn Carpenter was Chairman) asked Board to <br /> request that services through the Community Service Block Grant (CSBG) program be <br /> made available to Cabarms County and that the Salisbury-Rowan Community Service <br /> Council (SRCSC) be considered for administering funds in Cabarms County. Letter of <br /> request sent to the Governor. <br /> <br />4/3/95 <br /> <br />- Carolyn Carpenter reported to the Board that $80,278 in CSBG funds for Cabarrus <br />County had been included in the annual appropriation to SRCSC. Plans were for SRCSC <br />to use the funding to hire a caseworker to work with the homeless and/or low income <br />residents of Cabarrus County in addressing such issues as employment, housing, and self- <br />sufficiency. She advised that 3 members would be added to the SRCSC Board, including <br />Dan Carl (representing Cabarms Cooperative Christian Ministry) and Greg Stewart <br />(representing the low-income community). Further, Carolyn advised that the Homeless <br />Task Force had asked that she be appointed as the third member. Board voted to appoint <br />Carolyn for a term ending April 30, 1996. <br /> <br />9/16/96 - Mike Murphy reported at Board meeting that the State Division of Energy had <br /> consolidated Cabarrus County with Rowan County for weatherization services and had <br /> appointed the SRCSC as the lead agency. It was reported at that time that Cabarms <br /> County members on the SRCSC Board were Carolyn Carpenter (Board's appointee), Mr. <br /> Greg Stewart and Mr. Tony Sanders. Carolyn's term had ended in April; therefore, the <br /> Board appointed Mike Murphy as its representative on the SRCSC due to the the <br /> County's weatherization funding being administered by that organization. <br /> <br />Current Status per Mike Murphy: <br />There are 24 members on the SRCSC Board. The organization is currently in the process of <br />restructuring and reorganizing and has experienced budget problems. The director at the time <br />Cabarms County joined the program retired, the next director left after a short time and a staff <br />member currently serves as interim director. The group is looking at new by-laws. <br /> <br />Membership consists of 1/3 public members, 1/3 private and 1/3 representing the poor <br />community. SRSCS has a $9 million budget (State and Federal funds) and runs programs in six <br />counties with a little less than half being used to fund Head Start programs. Other programs <br />include fuel assistance, education, employment training, job training - most of which is spent <br />outside of Cabarms County. Programs receiving funding in Cabarms County include <br />weatherization, employment training, fuel assistance. (Talked with Jim Cook, he is not aware of <br />services by SRCSC in Cabarrus County.) Efforts are currently under way with the State to insure <br />that Cabarrus County's share of weatherization funds is used within Cabarrus County and not <br />Rowan County. <br /> <br />The Board of Directors meets monthly on the third Thursday night at 6:30 p.m. at the SRCSC <br />office on South Banks Street in Salisbury. There are also called meetings and committee <br />meetings. <br /> <br /> <br />
