"neighbor." In some cases, the next door neighbor may be through the woods
and approx. 'A mile away; however, they have someone living across the street
and down the road that is closer. There is no way to determine where to draw
the tine to determine exactly who should be notified as a "neighbor." Mobile
home parks and/or apartment/condominium complexes could require
notification of many residents within a close proximity to the complaint.

Conclusion

No county that we have contacted has any type of notification procedure (as
indicated in the previous page in items 5 & 6) for animal owners that do not tag their
animal, but allow their animals to run free. How do you weigh the rights of pet owners
over the rights of property owners who would like to enjoy free access of their lands? If
we are not careful, we will create a need to add additional personnel or weaken the
ordinance so that it will become ineffective for the citizens of this county.
