BETSY HEATH
Retirement Recognition 8-20-01

Betsy Heath retired with from the Department of Social Services on July 31,
2001, concluding 25 years of outstanding service to Cabarrus County.

Mrs. Heath began work at the Department of Social Services under the
CETA Program as an Eligibility Specialist on September 1, 1976. In April
1981, she was promoted to the position of Child Support Enforcement
Agent. In 1994, Mrs. Heath became a Lead Worker, and in 1999, a
Supervisor, in the Department's Child Support Program.

At the time of her retirement, Ms. Heath supervised the Program's Intake
Unit. The Department's Child Support Program secures in excess of $6.1
million annually in child support for children in over 2500 families. This is
eight times the number of families which receive public assistance
payments. But for the Child Support Program, many of these families
would receive public assistance. This Program has a tremendous impact in
helping families to have economic self-sufficiency. Mrs. Heath has played a
significant role in the development and success of the Child Support
Program.

Mrs. Heath has been responsible for a number of measures which have
promoted the efficiency and effectiveness of the Child Support Program.
Notably, these include development of procedures for conducting and
monitoring paternity testing which have saved thousands of dollars in
administrative cost.

Much as she has contributed to the community through her service in the
Child Support Program, she is also loved by her colleagues at the
Department. Ms. Heath is known for the special warmth and caring she has
for all with whom she has worked.

Mrs. Heath leaves County service with the satisfaction of an outstanding
career. She also leaves with the excitement of beginning a new career in a
ministry of her church which will allow her to work hand in hand with her
husband, Reverend Larry Heath.

All at the Department and throughout County government wish Betsy Heath
every success and happiness.
