Fennel, Chairman OLD BUSINESS Resolution(s) and ordinance(s) Granting Non-Exclusive Franchises to Specialized ~=anspor~ and Harrisburg Volunteer Fire Department and Rescuer Inc. for t-he O~eration a~ld R~ulation of a Non-Emerqen~ Ambulance Service within Cabarrus County - Second Reading Mr. Ron Harwood, Director of Cabarrus County Emergency Medical Services, addressed recent complaints from four nursing homes that the facilities were being billed by Specialized Transport for transport services provided to their residents. He discussed the following issues: (1) Medicaid and Medicare compliance requirements; (2} Medical necessity forms associated with ambulance transports; and (3) Reduced charges by Specialized Transport for wheel chair and geriatric chair transports. Mr. Harwood pointed out that the nursing homes could either provide transportation services to their residents or contract with another provider for those services. Finally, he advised that Ms. Linda Miller, Ombudsman with the Centralina Council of Governments, had offered to meet with the various agencies to help resolve the issue. UPON ~40TION of Vice Chairman Carruth, seconded by Co~unissioner Freeman and unanimously carried, the Board adopted the following Resolutions and Ordinances on second reading: (1) Resolution and Ordinance Granting a Non- Exclusive Franchise to Specialized Transport, For the Operation and Regulation of a Non-Emergency An~ulance Service Within Cabarrua County, North Carolina, Pursuant to the Terms of that Certain Ordinance Adopted September 4, 1990, and Constituting the Franchise Agreement Referred to Therein {Resolution NO. 2001-12 and Ordinance No. 2001-04); and {2) Resolution and Ordinance Granting a Non-Exclusive Franchiae to Harrisburg Volunteer Fire Oepartment and Rescue, Inc., for the Operation and Regulatiom of a Non- Emergency Ambulance Service within Cabarrus County, North Carolina, Pursuant to the Terms of that Certain Ordinance Adopted September 4, 1990, and Constituting the Franchise Agreement Referred to Therein (Resolution No. 2001-13 and Ordinance No. 2001-05). The Resolutions and Ordinances as adopted by the Board are recorded on Pages 124-128 of the minutes for the meeting held on June 18, 2001. CONSENT AGENDA Auchoriz&tion to Submit A~plioation for NCDOT Ru=al O~erating Assistance Program Funds for FY 2001-2002 UPON ~OTiON of Chairman Fennel, seconded by Commissioner Suggs and unanimously carried, the Board authorized the submission of the "Application for Operating Assistance Rural Operating Assistance Program FY 2001-2002" and authorized execution of Appendix A that will be submitted as a part of the Application, State of North Carolina County of Cabarrus APPENDIX A CERTIFIED STATEMENT FY 2001 - 2002 RURAL OPERATING ASSISTANCE PROGRAM Whereas Article 2B of Chapter 136 of the North Carolina General Statutes and the Governor of North Carolina have designated the North Carolina Department of Transportation as the agency responsible for administering all federal and/or state programs related to public transportation, and grants the department authority to do all things required in applicable federal and/or state legislation to properly administer the public transportation programs within the State of North Carolina;
