[CASA~RUSCOUNTY! <br /> ~ORT~ CArOLInA <br /> <br />August Consent Agenda <br /> <br />MEMORANDUM <br /> <br />To: Board of Commissioners <br /> <br />Date: August 6, 2001 <br /> <br />Re: <br /> <br />English As A Second Language (ESL) Program <br />Rowan/Cabarms Community College <br /> <br />During budget discussions for FY '02, RCCC made a request for expansion of its ESL program to <br />accommodate a growing Hispanic population. Currently, the program is being housed at A. L. <br />Brown for two nights weekly with eleven classrooms. <br /> <br />RCCC has reached an agreement with Cabarms County Schools to relocate the program to the old <br />Concord Middle School, expand to 13 classrooms and operate four nights weekly. (The space at A. <br />L. Brown is needed by Kannapolis City Schools for other activities.) <br /> <br />The added cost (county share) of this relocation is $16,841/year. The comparable costs between <br />programs at the two locations is roughly equal (utilities and janitorial services) with the increase <br />being attributed to more space and additional operating hours. <br /> <br />It is recommended that the Board of Commissioners approve the additional funding for FY '02 and <br />the appropriate budget amendments. This will address a need that RCCC has identified and make <br />use of the space available at the old Concord Middle School (3rd floor). <br /> <br />The total local cost for the program is estimated to be $31,658 ($2878 x 11 months) for <br />utilities/janitorial.
