Location of these services: Ser¥ices will be provided jointly at DSS and <br /> CCCDC, which is located in Concord, NC. <br />d. Measurement of outcomes: Through close work with CCCDC, the <br /> department will keep statistics of IDA's established. During the first two <br /> years of this program, fl~ere may be little results of outcomes, due to the lack <br /> of accumulation of thnds in the accounts. <br /> <br />Securing Optimal Living Situations for Children in Child-Only Work First <br />Cases <br /> <br />a. Activities/support services that will enable us to meet this goal: Our vision <br /> for children in Cabarrus County is that whenever possible, we should strive to <br /> ensure that they have a secure and stable home in order to grow and develop <br /> into responsible and productive adults. This is most assured when the child is <br /> in a home and has parents, either natural or adoptive, that they can always <br /> count on to be there when they need them during their developing years. <br /> Through close coordination with Child Welfare, local attorneys, and the <br /> courts, we plan to pursue legal custody, guardianship, or adoption in those <br /> child-only cases where, in the opinion of child welfare staff, this would be the <br /> most beneficial plan for the child. The adoption assistance payments would <br /> benefit the family more than the WFFA check. A County Commission <br /> member of our Work First Planning Committee has stated that he will work <br /> ~vith local attorneys to attempt to get each law office to volunteer their <br /> sen, ices for one adoption each year. It is anticipated that Family Services <br /> Division staff may be trained in home studies to complete that aspect of this <br /> process. In addition, we will closely work with the Child Support office to <br /> make sure that non-custodial parents are providing the necessary support for <br /> their children. We plan to support thc schooling of children whenever <br /> possible through coordinating tutoring, working with a school to work <br /> program, as well as encouraging families to commit to contributing <br /> themselves into an lDA to support post-secondary education or training for <br /> their children. <br />b. Who will carry these services out: A wide range of prOfessionals will be <br /> utilized to carry these services out. They include DSS Child Welfare, Child <br /> Support, and Employment staff, attorneys, and possibly, private agencies. <br />c. Where will they take place: These activities will take place in the same <br /> areas where all other adoptions occur, in the DSS, attomeys' offices, the <br /> courts, and the homes of adoptive families. <br />d.
